2. States of Jersey Police: Briefing

The Panel received notes of a briefing from the Chief of Police and Minister for Home Affairs on 22nd March 2013.

3.  Customs  and  Immigration  Service:  resources  for  the prevention of importation of illegal drugs

The Panel approved the report on its investigation into the potential risks associated with ongoing staff shortages at the Customs and Immigration Service and requested that it be presented to the States.

4. Review: Control of Public Entertainment

The Panel considered a draft press release and letters to the Minister for  Home  Affairs  and  stakeholders  relating  to  the  above  review. Members agreed to launch this review in the week commencing 15th April 2013.

Members noted that the draft Unlawful Public Entertainments (Jersey) Regulations 201- had been lodged by the Minister for Home Affairs for debate on 4th June 2013. Members noted that these Regulations which made it an offence to hold a public entertainment without the permission of the Bailiff would in effect continue the current position regarding the Bailiff 's responsibility for public entertainment. It was clear  that  the  Panel's  review  of  the  implications  of  replacing  the Bailiff 's function with a new statutory licensing authority could not be completed in advance of this debate. It would also take some time before  any  consequent  recommendations  by  the  Panel  might  be implemented. It had been indicated therefore to the Minister that the renewal of the triennial Regulations might proceed while the Panel conducted its review. Members nevertheless asked for clarification on the effect of not renewing these Regulations.

5. Review: CCTV Surveillance

The Panel considered project initiation papers for this review together with comments from the Panel's advisers on the proposed terms of reference. Members agreed to simplify the terms of reference.

 

 

It was agreed to defer the public launch of this review until after the referendum; however, letters to the Minister for Home Affairs and various departments would be sent in advance.

It was noted that the Panel's advisers would visit the Island on 2nd and 3rd May for an initial fact-finding visit to meet the Panel and various stakeholders. The Panel agreed to meet them on 2nd May. The Panel also agreed to invite the member of the public who had originally proposed this review to the Panel to meet the advisers.

6. Review of previous recommendations

Members  noted  that  a  review  had  been  carried  out  on recommendations from previous Panel reports undertaken between 2008 and 2011.

It was agreed to draft a letter to the Minister for Education, Sport and Culture  requesting  information  on  ways  in  which  schools  invite politicians  into  schools  to  promote  interest  in  political  issues, particularly in relation to the forthcoming referendum.
