23.05.13 Item 1 517/21 | 2. Full Business Case Review: Redesign of Health and Social Services The Panel discussed its FBC review and agreed that progress was being made. It noted that, as the FBCs had not been completed, it would continue with its review and await receipt of the documents. The Panel also agreed that as the Health Department had been making more positive progress with the FBC process, it may not present a full report into the matter and a statement may suffice. This matter would be discussed further in due course. The Panel requested a meeting Dr. N. Minihane, Dr. P. Venn and Dr. Z. Future Reviews The Panel discussed its future work and agreed that the following should be reviewed: Long-Term Care Law, Regulation of Care Law, Regulation of Social Housing, Public Health and Safety (Dwellings) (Jersey) Law 201-, Mental Health (Jersey) Law 1969, Respite Care for older adults and the "new" Hospital. The Panel agreed that the Long-Term Care Law was a priority and would be discussed in detail after it had received a briefing from the Minister for Social Security. The Panel also agreed that even though the Regulation of Care Law, Regulation of Social Housing and Public Health and Safety (Dwellings) (Jersey) Law 201- would require work, it was not thought that a substantial amount of time would need to be dedicated to these. A brief discussion into the Regulation of Care Law followed, and the Panel requested a briefing with the Department and Ms. C. 517/23 | 4. Hospital Review Sub-Panel The Panel recalled its decision to review the "new" hospital build. It agreed that a Sub-Panel should be established and requested that Members of the Corporate Services Scrutiny Panel were invited to sit on the Sub-Panel. | KB/FS |
19.04.13 Item 6 517/1(49) | 5. Jersey Consumer Council The Panel met with Advocate R. Colley, Chairman of the Jersey Consumer Council, Ms A. King, Jersey Consumer Council (JCC) Officer and Dr S. Arun to discuss its Primary Health Care report. The Panel heard that the report had been positively received and that a meeting was scheduled with the Primary Healthcare Body on 24th June to discuss the recommendations contained in the report. In particular recommendations around transparency over pricing for patients had been well received and were already being implemented by some surgeries and practices. Following the meeting with the primary healthcare body a public meeting was to be held to discuss feedback and to decide the next steps for the JCC. The Panel suggested that conducting a subsequent report on acute services in a similar vein to the present report would be welcome. The Chairman of the JCC told the Panel that the next planned review for 2013 would focus on transport, but that there could be a follow-up healthcare review in 2014 depending on resources. The bid for the next review was due in September 2013 and the JCC agreed to take into account the Panel's preferences. The Panel encouraged the representatives to write to the Health and Social Services Department enclosing the recommendations and asking for a formal response. The representatives agreed to this and to copy to Panel in to communications. The JCC Officer told the Panel that some of the questions from the report would be re-run in the Jersey Annual Social Survey (JASS) to enable more conclusive data to be gathered. It was her opinion that more focus groups were required as a part of the re-design of health services in order to bring some of the more esoteric concepts to the public and to gauge their opinions face-to-face. The Panel agreed this was critical to ensure that the new healthcare system reflected the needs of the public. |
