2. Digital Skills

The  Panel  was  updated  about  the  progress  of  the  Sub-panel's Review. The Sub-panel continued to await outstanding IT Business Plans from the Education, Sport and Culture Department outstanding Plans and was seeking to finalise preparations for concluding Public Hearings to enable report writing to begin.

3. Ports of Jersey

The  Panel  noted  correspondence  between  the  Chairman  and  the Minister  for  Economic  Development  regarding  the  proposed incorporation timetable.  Furthermore,  it  noted a  short  update from Prospect  and  Unite  unions  on  the  timetable for  information  to  be forwarded  to  the  Panel  regarding  the  Transfer  of  Public  Sector Employees (TOPSE') process.

4. Quarterly Update Public Hearing

The Panel discussed the Question Plan for its Quarterly Update Public Hearing with the Minister for Economic Development to be held on Thursday 24th April, and which would cover the following topic areas in priority order:

  • Retail Policy
  • Tourism Shadow Board Preliminary Report
  • Jersey Innovation Fund
  • Jersey Aircraft Registry
  • Sea Routes
  • Ports of Jersey incorporation

5. Tourism Shadow Board

The Panel welcomed Mr I. Barnes, Mr P. Luxon and Mr G. Fletcher, respectively the President, Committee Member and Chief Executive of the  Jersey  Hospitality  Association  (JHA)  to  discuss,  at  the  JHA's request, the Tourism Shadow Board's recently published Preliminary Report'. Discussions were also held on the Response of the Director of Tourism to the Preliminary Report', which had been received by the Panel that morning from the Economic Development Department with permission to publish and circulate more widely if required.

It was agreed that the JHA would forward a summary of the points that had been raised with the Panel in writing, along with any comments on the report of the Director Tourism having had further time to consider its content.

6. Future meetings

The Panel noted that, following the Retail Policy Review/Quarterly Update Public Hearing on the morning of 24th April 2014 with the Minister for Economic Development, its next meeting was scheduled to take place at 9.30am on 7th May 2014, Blampied Room.
