1.  Records of Meetings

The records of the Panel's meetings held on 24th and 26th March 2014 were approved and accordingly signed by the Chairman.

2. Digital Skills

The  Panel  was  updated  about  the  progress  of  the  Sub-panel's Review. It had requested a number of IT Business Plans from the Education, Sport and Culture Department following recent school site visits,  to  assist  preparations  for  final  Public  Hearings  and  report writing,  and  after  some  delay  had  received  the  majority  of  the requested documents. The outstanding Plans were due to be received in the coming days.

3. Financial Services Ombudsman

The Panel noted the Economic Development Department's recently launched  consultation  process  for  the  draft  Financial  Services Ombudsman (Jersey) Law 201- subordinate legislation.

4. Ports of Jersey

The Panel noted additional draft background information papers from the Ports of Jersey. Furthermore, it noted that it awaited additional information from Prospect and Unite unions on the Transfer of Public Sector Employees (TOPSE') process.

5. Retail Policy Review

The  Panel  discussed  the  next  steps  of  its  Review,  following  its attention having been drawn to the recent circulation of the Economic Development Department's draft Retail Development Plan to a small number of selected stakeholders.

The Panel agreed that it was most disappointed, given the advanced stage of its Review and the obvious importance of the Plan to its Review, that it had not been made aware of its development at an earlier stage by the Department, that the Department had failed to

 

 

confirm its existence to the Panel when initial enquiries were made about it, and that the Department had not extended it the courtesy of forwarding  a  copy  when  the  Plan  was  circulated  to  the  selected stakeholders. It agreed that the matter would be taken up with the Minister for Economic Development at the proposed Public Hearing on Thursday 24th April.

6. Enterprise Action Plan

The Panel noted the draft Enterprise Action Plan 2014-15, due to be presented to the States as a Report to States by the Minister for Economic Development the following week.

7. Tourism Shadow Board

The Panel welcomed the Chairman of the Tourism Shadow Board, Mr

J. Henwood, to a Public Hearing to discuss the Board's Preliminary Report'. The Hearing was recorded and transcribed.

 

 

8. Future meetings

The Panel noted that its next meeting was scheduled to take place at 9.30am on 23rd April 2014, Blampied Room. It also agreed to request the attendance of the Minister for Economic Development at a Retail Policy Review/Quarterly Update Public Hearing on the morning of 24th April 2014.
