1. Records of Meetings

The Panel noted and approved the records of its meetings held on 6th and 7th (public and private) May 2015. The Chairman thereby signed the records accordingly.

2. Respite Care for Adults

The Panel received an update on the progress of its review from the Officer. The Panel noted that report drafting had been postponed until further information had been received from the Health Department.

3. Sex Discrimination Regulations

The  Panel  received  the  final  draft  of  its  Comments  to  the  Sex Discrimination Regulations. Following minor amendments the document was  approved  accordingly.  The  Officer  advised  that  the  Comments would be presented to the States Assembly before the debate on 2nd June 2015.

4. Zero Hour Contracts

The Panel received a draft Scoping Document for its intended review of zero hour contracts. Following minor amendments the document was approved accordingly. The Officer advised that the Scoping Document would be circulated to the Chairman's Committee for its approval.

The Panel discussed its Terms of Reference for the review and agreed to postpone approving them until the Vice-Chairman had returned from Annual Leave.

5. Staff Recruitment and Retention in the Hospital

The Panel received a draft Scoping Document for its intended review of staff  recruitment  and  retention  within  the  Hospital.  Following  minor amendments  the  document  was  approved  accordingly.  The  Officer advised  that  the  Scoping  Document  would  be  circulated  to  the Chairman's Committee for its approval.

The  Panel  discussed  its  Terms  of  Reference  for  the  review  and following  minor  amendments  they  were  approved  accordingly.  The Panel requested that a letter was drafted to the Minister for Health and Social Services to inform him of the review and provide him with the opportunity to comment on the Terms of Reference.

The Panel recalled that the Health and Social Services Minister had invited the Panel to visit the Hospital during a previous meeting. The Panel tasked the Officer to arrange the visit once the Vice-Chairman had returned from Annual Leave.

6. Diabetes Care in Jersey: Topic Proposal

The Panel discussed a topic proposal regarding diabetes care in Jersey which had been received from a member of the public. The Panel agreed that its current workload would not permit a review into the matter  and  asked  the  Officer  to  advise  the  member  of  the  public accordingly. The Panel noted that its next Quarterly Public Hearing with the Minister for Health and Social Services would take place on 9th July and requested that the topic was put forward as an area of questioning.

7. Quarterly Hearing with the Minister for Social Security

The Panel received the Minister for Social Security and her Officers for a Quarterly Public Hearing. The proceedings were recorded in order that a transcript could be made.

The Minister for Social Security invited the Panel to visit the Back to Work  Office.  The  Panel  agreed  that  this  would  be  worthwhile  and tasked the Officer to arrange the visit in due course.

8. Officer Resources

The  Panel  noted  that  one  of  its  Officers  would  transfer  to  the Environment, Housing and Transport and Technical Services Panel due to reorganisation within the Scrutiny Office. The Panel thanked the Officer for all of her time and hard work.

 

 

9. Future Meetings

The Panel noted that it would next meet on Thursday 11th June 2015 at 9:30a.m in the Le Capelain room, States Building.
