1. Expert Advisor

The Sub-Panel noted that there had been four expressions of interest from  potential  advisors.  After  discussing  the  matter,  the  Sub-Panel tasked the officer to arrange conference calls with each potential advisor and that these should be organised to take place during the Sub-Panel's next meeting on 29th October. The Sub-Panel agreed that it would meet at the earlier time of 2:00pm in order to prepare for the conference calls.

In order to ensure that there were no conflicts of interest, the Sub-Panel requested that a list of advisors used during the future hospital project was obtained from the Health Department.

2. Confidentiality Agreement

The Sub-Panel noted that in order to obtain a part B Council of Ministers paper,  the  Chief  Minister's  Department  had  requested  that  a confidentiality agreement was signed. The Chairman requested that all Members of the Sub-Panel signed the agreement and subsequently the document was signed by all Members present at the meeting. The Sub- Panel agreed that the two Members who were not present at the meeting would sign the agreement as soon as possible. The officer advised that the other two Members would be contacted in due course.

3. Future Meetings

The Sub-Panel agreed to defer all other items on the agenda to its next meeting. The Sub-Panel noted that its next meeting would take place at 2:00pm on 29th October in the Le Capelain room, States Building.
