1. Records of Meetings

The Panel noted and approved the records of its meetings held on 16th, 20th, 21st, 23rd and 24th April 2015. The Chairman thereby signed them accordingly.

2. Zero Hour Contracts and Living Wage Reports

The Panel met with Officers from the Social Security Department to discuss the reports on living wage and zero hour contracts. This briefing was held in private in accordance with the Freedom of Information (Jersey) Law 2011 (as amended) under Qualified Exemption Article 36.

As an aside, the Policy and Strategy Director advised the Panel that the Minister for Social Security was to lodge a number of Income Support Regulations on Tuesday 12th May 2015.

3. Respite Care for Adults Review

The Panel noted that it had received a confidential initiatives paper from the Health and Social Services Department. The Panel requested a meeting with the lead officer for the report in order to understand what impact the information contained in the paper would have on its final report.  The  Officer  advised  the  Panel  that  the  meeting  would  be organised as soon as possible.

The Panel received draft Heads of Report. The Panel approved the document, but agreed that the initiative paper may have an impact on the contents of its report. The Panel agreed that the Officer should start to draft the report, and its contents would be discussed further once it had held the meeting with the lead officer from the Health and Social Services Department.

4. Work Programme 2015

The Panel discussed its work programme for 2015 and noted that it

 

 

 

could potentially start two new reviews immediately. In that regard, the Panel agreed that it would undertake a review on zero hour contracts, and a review on recruitment and retention in the hospital. The Officer advised that two Scoping Documents would be drafted and circulated in due course for Panel comment and approval.

The Panel also agreed to include Mental Health Legislation, Regulation of Care Regulations, the Long-Term Care Scheme, transport for the disabled and living wage to its work programme.

5. Question Plan: Quarterly Hearing with the Minister for Social Security

The Panel discussed a number of areas to include on its question plan for the Quarterly Hearing with the Minister for Social Security including zero hour contracts, living wage and income support regulations. The Officer advised that a question plan would be circulated to the Panel for approval in due course.

6. Future Meetings

The Panel noted that its next scheduled meeting would take place on 21st May 2015 at 9:30 in the Le Capelain room, States Building.
