26.01.16 Item 4 510/1(5) | 1. Protocol for Engagement between Scrutiny Panels and the Executive The Committee further considered the draft Protocol for Engagement between Scrutiny Panels and the Executive. It was agreed that an amended draft would be circulated to the Committee, with final comments to be submitted by Friday 12th February. Subject to those comments, the draft Protocol would be distributed to all Panels in order that feedback could be received by 31st March. Noting its additional responsibility to develop a PAC Engagement Protocol and two Proceedings Codes, the Committee agreed that these documents would need to be progressed in order to be presented to the States in conjunction with the Scrutiny Protocol. The Committee also gave consideration to a list of actions available to Chairmen in the event of an infringement of the draft Protocol. It agreed in principle that such steps would be detailed in the forthcoming Scrutiny Proceedings Code of Practice. Deputy S.M. Brée dissented from this decision. 26.01.16 Item 7 511/2/1 | 2. Residential Property Transactions Review Panel The Committee approved, in principle, the establishment of a Residential Property Transactions Review Panel. Deputy S.M. Brée dissented from this decision. Accordingly, it was agreed that membership of the Panel should be established in order that full scoping could be progressed by the Panel, informed by the Committee's deliberations on the matter including in relation to the draft terms of reference, chairmanship and resource |
