1. Jersey International Finance Centre (JIFC)

The Panel agreed the final version of a letter to the Assistant Minister for Treasury and Resources in relation to the copy of a DTZ report and valuation requested by the Panel. The officers were requested to send the letter to the Assistant Minister.

The Panel discussed the preparatory work to be undertaken for the final part of its review of the JIFC.

The Panel requested that a timeline of key events be prepared, together with a summary of all relevant States Propositions.

2. States of Jersey Development Company (SOJDC)

The Panel discussed recent correspondence with the Chair of SOJDC and requested the Officers to formulate a response.

3. MTFP Addition

The  Panel  noted  receipt  of  a  confidential  Framework  of  Impact Assessments  from  the  Council  of  Ministers.  The  Panel  agreed  to appoint an adviser, CIPFA, to review the Framework and noted that draft  Terms  of  Reference  had  been  drawn  up.  The  officers  were requested to make amendments to the Terms of Reference and submit them to the Chairmen's Committee for consideration.

The Panel discussed the need to independently verify the impact that measures  proposed  in  the  MTFP  would  have  on  taxpayers  and members of the public. In this regard, the Panel agreed to approach the States of Jersey Statistics Unit to provide the necessary calculations.

4. Question Plan

The Panel reviewed the draft question plan for its upcoming Quarterly Public Hearing with the Chief Minister. The Panel requested changes be made to the question plan and a final version be circulated prior to the Hearing.

5. Future Meetings

The Panel noted its next scheduled meeting would take place on 7th March 2016 at 9.30am in Le Capelain Room, States Building and would include a Quarterly Public Hearing with the Chief Minister from 10.30am to 12.00pm.
