1. Records of Meetings

The Panel approved the records of its meetings held on 2nd, 7th, 8th and 14th March 2016. The Chairman signed them accordingly.

2. Jersey International Finance Centre (JIFC)

The Panel received an update from the officer on the following areas of research that would be undertaken as part of the review into the JIFC:

  • List of key stakeholders and submissions received to date
  • Summary of previous scrutiny report findings relevant to the review
  • Timeline of key events
  • List of relevant propositions
  • The role played by the Regeneration Steering Group

The Panel discussed possible areas of questioning for public hearings and requested that a list of question areas be prepared for its next meeting on 11th April 2016.

3. Quarterly Public Hearing with Minister for External Relations

The  Panel  welcomed  Senator  P.M.   Bailhache ,  Minister for  External Relations  Mr  D.  Walwyn,  Director,  External  Relations  and  Mr  M. Entwistle,   Deputy  Director,  External  Relations  to  a  Quarterly  Public Hearing. The Hearing was recorded and transcribed.

4. MTFP Addition

The  Panel  discussed  the  appointment  of  the  Chartered  Institute  of Public  Finance  and  Accountancy  (CIPFA)  as  its  expert  advisor  in relation  to  the  MTFP  Addition  and  the  possibility  of  other  Scrutiny Panels engaging with CIPFA should they require advice for their own reviews of the MTFP Addition. The Panel was advised that following a previous discussion with the Chairman and the Scrutiny Manager, the advisor had been contacted with a view to arranging a meeting with other Scrutiny Panel Chairmen. The Panel requested this be followed up.

5. Future Meetings

The Panel confirmed its next meeting would take place on 11th April 2016 at 9.30am in Le Capelain Room, States Building.
