1.  Panel membership

It being the first scheduled meeting since her appointment as Panel member, Senator S.C. Ferguson was welcomed to the Panel.

2.  Budget 2017 Review

The Panel approved the appointment of the Chartered Institute for Public Finance and Administration (CIPFA) and MJO Consultancy to act as advisors for its review of the 2017 Budget.

It  was  agreed  that  if  time  permitted,  public  hearings  with  certain stakeholders might be beneficial to the review. In this regard, the Panel agreed that it would consider inviting the Jersey Civil Service Union and Unite the Union to attend public hearings.

The Panel reviewed the draft question plan for the forthcoming Budget Hearing with the Minister for Treasury and Resources on 7th November 2016 and requested some changes to be made.

3.  Jersey International Finance Centre (JIFC), Building 5

It was noted that the Assistant Minister for Treasury and Resources had provided the Panel with a copy of a Ministerial Decision (MD)  and accompanying confidential report in relation to Building 5 of the JIFC which had been approved on 27 October 2016.

It was noted that the MD was subject to a 15 day grace period in line with the requirements of Section 12 of P.73/2010. The Officer was asked to check the implications of the 15 day grace period and the date it was due to end.

The Panel agreed to request a confidential briefing from the Assistant Minister in relation to this matter.

4.  Jersey International Finance Centre (JIFC)

In consideration of the confidential nature of some of the evidence received during the course of this review and in light of the advanced state of the review, it was noted that Senator S.C. Ferguson had agreed to recuse herself from involvement with the review.

 

 

 

5.  Ministerial Decisions

The Panel noted  the recent Ministerial Decisions and confirmed no further action was required.

 

 

6.  Future Meetings

The Panel confirmed its next scheduled meeting would take place on 14th November 2016 at 9.30am.
