2.  Medium Term Financial Plan Addition

Members  discussed  the  outcomes  of  the  public  hearing  with  the Minister for Economic Development, Tourism, Sport and Culture held on 6th July. A more detailed breakdown of EDTSC budgets requested from the department was still awaited.

The Panel received a briefing paper from the adviser relating to the budgets  for  Financial  Services,  Digital,  Competition  and  Innovation within  the  Chief  Minister's  Department.  The  Panel  subsequently welcomed the adviser to the meeting to discuss his initial findings. It was considered that overall the MTFP Addition was lacking in clarity; the narrative contained very limited information, despite the fact that the Addition was intended to provide details not included in the original MTFP (2) documents of 2015. The adviser's view was that this still appeared more as a set of aspirational targets than a robust plan. Attention was drawn to a level of underspending indicated at the year- end point which might benefit from further investigation.

Members were reminded of the private briefing due to take place with the Assistant Chief Minister on 27th July. The Panel had been promised a more detailed paper from the department in advance of the meeting, which was understood to be in preparation.
