1.  Tertiary Education: Student Finance

The Panel noted arrangements being made to engage a private company to run workshops within the secondary schools. It confirmed that it was most  appropriate  that  the  workshops  should  be  undertaken  by  an independent  company  to  ensure  robustness  of  the  data.  Particular caution needed to be used due to the age of the school children. The concept was not new as the Education Department had used similar methods in the past. There was no possibility of political bias when undertaken in that manner.

Following discussion on the two companies who had been interviewed for the work, it was decided to engage Resilience Development. Their quote had been £3,400 but it was recognised that Highlands College had not been included within that figure and also had students within the age group concerned. The approval would take account of that additional school within the final figure. All schools were to be written to and advised to expect direct contact from the company to undertake the work should that be acceptable to the head teacher.

Arrangements for the  student workshop were noted. Deputy Maçon offered his apologies as he would be out of the Island. Arrangements for the public workshops would be reviewed by the Panel at the meeting on 9th January 2017.

Advertising for the workshops was to be aired on Channel 103 Radio. An initial estimate of £3,047 had been received although the Panel agreed a proposal for a lesser package. The figure for this would be obtained and put  to  the  Panel  prior  to  acceptance.  The  draft  of  the  scripts  was approved.

The Panel was informed that the advisor had been spoken with and was happy with the progress of the review to date. An update of his work was provided.

The Panel noted that it was due to hold a public hearing with the Minister for Education on 13th January 2017 and agreed to provide areas of

interest to the officer for the question plan. It approved the attendance of the advisor.

The Panel agreed that two other witnesses would be useful to be heard during  the  visit  of  the  advisor.   Deputy  A.D.   Lewis  had  significant experience in this subject and was to be invited as was the Jersey Student Loans Group.
