| 1. Records of Meetings The Panel approved the records of the meetings held on 24th November 2016 (public and private). The Chairman signed the records accordingly. |

| 2. Water Plan It was recalled that the Panel's Terms of Reference had been sent to the Minister for the Environment for his consideration in accordance with Paragraph 8.4 of the Code of Practice for Scrutiny Panels and the Public Accounts Committee. It was further recalled that the Minister had been allowed 5 working days to provide any comments he had on the Terms or Reference. The Panel noted correspondence that had been received by the Minister which contained a suggested amendment to one of the Terms of Reference and a request for clarification on another. The Panel agreed to amend the Terms of Reference, as suggested, and to write to the Minister with further clarity as to the other. The Officer was asked to draft a letter to this effect. It was noted that once the letter had been sent to the Minister, advising of the Panel's decision, the review would be set up on the Scrutiny website and formally announced via a press release. The Panel was advised that the Officer was currently in the process of engaging an expert advisor to assist the Panel with its review. A number of requests had been sent to relevant consultants and the Officer was awaiting a response. The Panel agreed to send letters to the stakeholders identified within its Scoping Document before the Christmas period. The Officer was requested to draft letters and circulate them to the Panel for approval. The Panel asked the Officer to undertake some background research for its review, including accessing what other jurisdictions do in regards to controlling nitrate levels in their water supplies. | 3. Road Safety The Panel noted and considered correspondence that had been received by a member of the public in respect of road safety in Jersey. It was noted that the same correspondence had also been circulated to the Education and Home Affairs (EDHA) Panel for its consideration. The Vice-Chairman advised the Panel that the EDHA Panel was due to receive the Minister for Home Affairs for a Quarterly Hearing on 19th December. It was further noted that at the Hearing the EDHA Panel would ask the Minister questions regarding the policing and enforcement of road safety in Jersey and that the Vice-Chairman would report back to this Panel with the information she had gleaned. | TV |
| 4. Road Work and Events Law The Panel noted the correspondence that had been received to date from various businesses that operate within Rue de Prés Trading Estate. The Officer was asked to request further information on the covenant from the Department. | SM |
