1. Records of Meetings

The Panel noted and approved the records of the meetings held on 10th and 20th October. The Chairman thereby signed them accordingly. The Panel also noted and approved amended records of the meetings held on  4th  and  6th  October.  The  Chairman  thereby  signed  them accordingly.

2. Public Hearing with the Minister for Health and Social Services

The Panel welcomed the Senator A.K.F Green, Minister for Health and Social Services, Deputy P.D McClinton, Assistant Minister for Health and Social Services, Ms J. Garbutt, Chief Executive, Health and Social Services, Mr C. Dunne, Director Adult Services, Ms R. Williams, Director of System Redesign and Delivery, Mr J. Turner, Director of Finance and Information  and  Mr  M.  Richardson,  Assistant  Director,  Policy, Communications and Ministerial Support to a Public Hearing relating to the Panel's review into Service Users of Homecare. The proceedings were recorded in order that a transcript could be made.

3. Future Hospital Sub-Panel

The Panel received an update from the Chairman on the progress of the Future  Hospital  Sub-Panel.  It  was  noted  that  the  Panel's  expert advisors, Concerto, were in the Island this week in order to complete a Gateway Review on the Future Hospital project. The Chairman stated that the Panel was planning to release its Report prior to the States debate  on  the  Preferred  Site  which  was  due  to  take  place  on Wednesday 30th November.

4. Living on Low Income Review

The Panel received a Press Release regarding the number of Islanders accessing food banks. The Panel agreed to question the Minister for Social Security on this subject at the next Quarterly Hearing.

The Chairman explained he had received a request from the Jersey Consumer Council regarding access to information from the Living on Low Income Review.

The Jersey Consumer Council had asked for permission to speak with members of the public who accessed the drop-in workshops held at the Town Hall by the Panel. The Council were planning to conduct their own review and would benefit from the input of those individuals.

The Panel tasked the Officer to contact the Members of the Public who attended and invite them to make contact with the Jersey Consumer Council directly should they wish to provide them with information.

5. Zero Hour Contracts

The Panel noted that an Amendment had been lodged by the Minister for  Social  Security  to   Deputy   Mézec 's  Proposition  regarding  the abolition of Exclusivity Clauses in Zero Hours Contracts.

The Chairman informed the Panel he would circulate information from the Statistics Department to all States Members prior to the debate on Tuesday 15th November. Deputy Southern was still in possession of a JT contract that contained an exclusivity clause and agreed to circulate this to members.

6. Service Users of Homecare

The Panel agreed to organise a Public Hearing with Family Nursing and Homecare  (FNHC)  and  tasked  the  Officer  to  make  the  necessary arrangements.

The Panel discussed the next steps of the review and requested that a copy of the transcript be made available as soon as possible to FNHC prior to the upcoming Public Hearing. It was noted that this would have to be sent to the Minister and his team for factual accuracy checking beforehand.

The Panel discussed inviting the Union representative Nick Corbel to a Public Hearing, but were advised by the Officer that this did not fall within the terms of reference of the review. It was noted that should any information come out of the Public Hearing with FNHC, then the Panel would re-consider inviting the Union in for a separate hearing.

7. Quarterly Hearing with the Minister for Social Security

The Panel noted that the Quarterly Hearing with the Minister for Social Security was scheduled for Thursday 24th November at 2:00pm.

The Panel discussed and agreed Question areas for the hearing and tasked the Officer to produce a question plan for the hearing.

The Panel noted that its next scheduled meeting would take place on 24th  November  2016  at  11:00am  in  the  Le  Capelain  room,  States
