1. Future Hospital Proposition

The Sub-Panel received a briefing from Officers on the future hospital project timeline. It was noted that the Department's intention was to lodge a Proposition asking the States to approve a sum of money from the Strategic Reserve to fund the feasibility study of the current site proposal for the hospital. The Sub-Panel advised that this would not allow sufficient time for scrutiny.

The Sub-Panel was concerned that it would be criticised by the public and  States  Assembly  if  no  scrutiny  work  was  undertaken  on  the Proposition.  Officers  acknowledged  the  Sub-Panel's  concerns  but advised that the Proposition would only be requesting funding for the feasibility  study  to  be  undertaken  and  that  scrutiny  work  could  be started once the study had been completed.

After the briefing had taken place the Sub-Panel discussed the way forward for its review. The Sub-Panel agreed that a scrutiny report should be published in order to inform the States debate and agreed that  a  desktop  study  could  be  undertaken  by  its  current  advisor Concerto.

It was noted that a letter had been sent to the Chief Minister on 13th

 

 

 

July  requesting  that  the  debate  was  deferred  until  November,  as originally advised by the Health Department.

The Sub-Panel requested that a second letter was sent to the Chief Minister to advise that the Sub-Panel intended to present a report by the end of October.

The Sub-Panel received an update from the Officer on the work of Concerto. It was noted that documents were due to be received from the Department in order that Concerto could finalise its draft report. Once the documents had been received, the advisor could determine how long it would take to finalise the draft. In that regard, it was noted that a provisional Public Hearing date with the Minister had been held in the Sub-Panel's diary for 8th August.
