1. Records of Meetings

The Sub-Panel noted and approved the record of its meeting held on 9th June 2016. The Chairman thereby signed the record accordingly.

2. Concerto Visit

The  Officer  provided  the  Sub-Panel  with  an  update  on  the arrangements for the visit from the advisor. It was noted that the Officer was liaising with the advisor and the Health Department in order to arrange a schedule of meetings with various Officers from the Health Department and Jersey Property Holdings. It was hoped that the visit would take place on 12th July 2016.

3. Concerto Report

The Chairman and Vice-Chairman explained that an email exchange had taken place with the Minister for Health and Social Services who had requested a copy of the Concerto report. The Chairman agreed to forward the email exchange to the Officer and Sub-Panel Members.

The Sub-Panel discussed when it should publish the Concerto report. It was agreed that the Minister should have the opportunity to comment on the report once it was finalised.

After discussing the matter further, the Sub-Panel agreed to defer any decisions until the Officer had spoken to the Scrutiny Manager and other Officers in order to ascertain what process had been followed in previous similar situations. The Officer advised that the various options would be circulated via email for the Sub-Panel to consider. The Sub- Panel agreed to provisionally hold a slot in the diary on 29th June should further discussion be required.

4. Scope of Review

The Sub-Panel noted that the Minister for Health and Social Services had recently announced the preferred site option of a new build hospital on  the  current  site.  The  Officer  advised  that  a  timeline  had  been requested from the Department.

The Sub-Panel requested that a briefing was organised to discuss the preferred site option and what the Proposition would include. It was agreed that this would be beneficial in order to plan the main review effectively.

5. Future Meetings

The Sub-Panel noted that its next scheduled meeting would take place on 7th July 2016 at 2:00pm in the Le Capelain room, States Building.
