1.  Records of Meetings

The Panel noted and approved the records of the meetings held on 18th  and  19th  May  2016.  The  Chairman  thereby  signed  them accordingly.

2.  Quarterly Hearing with the Minister for Social Security

The Panel received the Minister for Social Security and her Officers for a Quarterly Public Hearing. The proceedings were recorded in order that a transcript could be made.

3.  Zero-hour Contracts

The Panel agreed to meet on Monday 13th June at 2:00pm to discuss the comments received from stakeholders. The Officer advised that a meeting request would be sent in due course.

4.  Future Hospital

The Panel noted that the Sub-Panel had received a report from its advisor and would be meeting on Thursday 9th June. The Panel also noted that the Minister for Health and Social Services had arranged a number of workshops for all States Members which  would also be discussed further at the Sub-Panel meeting.

5.  MTFP

The Panel received an update from the Officer regarding arrangements for the meeting with CIPFA and the Public Hearings with Ministers. It was noted that the Panel would meet Mr. S. Fair (CIPFA) on 19th July to discuss the MTFP Addition and prepare for the Public Hearings with the  Minister for  Health  and  Social  Services  and  Minister for  Social Security. The Officer advised that the Public Hearings had yet to be confirmed however it was likely that the Public Hearing with the Minister

 

 

 

for Health and Social Services would take place on 26th July.

6.  Staff  Recruitment  and  Retention  at  the  Hospital:  Ministerial Response

The Panel discussed the Ministerial Response to its report on staff recruitment and retention at the hospital (S.R.1/2016). The Panel noted that three out of fourteen recommendations had been rejected by the Minister. The Panel agreed that these would be followed up at the next Quarterly Hearing.

7.  Mental Health and Capacity Laws

The Panel was advised by the Officer that during the last Quarterly Hearing  with  the  Minister  for  Health  and  Social  Services,  it  was mentioned that the draft Mental Health and Capacity Laws would be lodged imminently. The Officer also advised that the Panel's 2016 Work Programme included Mental Health as an area to review.

The Panel discussed the matter and agreed to decide whether any work would be undertaken once the draft Laws had been lodged. It was also agreed that the Panel would meet with Mind Jersey once the draft Laws had been lodged to discuss their views. Furthermore, the Panel agreed to request the consultation responses.

8.  Propositions Lodged by Social Security

The Panel briefly discussed the following four propositions which had been lodged by the Minister for Social Security on 31st May:

P.61/2016:  Draft  Social  Security  (Health  Bonus  Scheme)  (Jersey) Regulations 201-

The Panel agreed to read the propositions and raise any concerns, if any, via email.

 

 

9.  Future Meetings

The Panel noted that its next scheduled meeting was due to take place on 23rd June 2016 at 9:30a.m in the Le Capelain room, States Building.
