1.  Draft  Asian  Infrastructure  Investment  Bank  (Immunities  and Privileges) Regulations

The  Panel  received  a  briefing  from  Officers  on  the  Draft  Asian Infrastructure Investment Bank (Immunities and Privileges) Regulations.

The Panel was informed of the reasons for bringing forward the draft regulations and the possible benefits to the Island. The Panel asked a number of questions about specific parts of the draft regulations and requested that further information be provided following the meeting.

It was noted that the debate of the draft regulations had been delayed until 10th October and the Panel requested that a further meeting with the Minister for External Relations be arranged to discuss the draft regulations prior to the debate.

2.  Private meeting with Chief Statistician

The  Panel  welcomed  the  Chief  Statistician  to  a  private  meeting to discuss population statistics.

The Panel asked a number of questions about the recent levels of net migration and what this was driven by.

It was noted that the Panel had received a confidential copy of the Draft Migration Policy. While this had not been published yet, certain elements, such as a work permit scheme, had already been announced. The Panel discussed with the Chief Statistician the likely impact of these measures on the level and composition of the Island's population.

The impact of population levels on the Island's infrastructure was also discussed.

The Panel also asked a number of questions of the Chief Statistician in relation to the Disease Projections Report, which had recently been published.
