1.  Jersey International Finance Centre

The Panel noted that the final draft report had been provided to the States of Jersey Development Company for review, in accordance with the conditions set out in the decision of the Privileges and Procedures Committee in relation to the Summons.

It  was  further  noted  that  any  comments  in  relation  to  confidential information contained within the draft report were to be provided by 11th July 2017. The Panel considered the likely publication timetable for the report thereafter.

It was agreed to provide an update to the Minister for Treasury and Resources on the status of the review.

2.  Quarterly Hearing preparation

The Panel reviewed the draft question plan for its quarterly public hearing with the Minister for Treasury and Resources on 3rd July 2017 and made changes.

The Officers advised the Panel that an updated draft of the question plan would be circulated after the meeting.

3.  Hospital Health Impact Assessment

The Panel noted that a request had been made to States Members to submit views in relation to the Health Impact Assessment for Jersey's new hospital.

Noting that concerns in this area had been raised during the course of its review into the Future Hospital Funding Strategy, the Panel agreed to draft a submission.

The  Panel discussed conducting  desktop  reviews  in  relation  to  the following areas:

  • The link between Impôts and consumption of tobacco and alcohol
  • The Income Forecasting Model
