1.  Jersey International Finance Centre

The Panel reviewed its draft report and requested minor changes to be made. Noting that the Chairman's Foreword was still to be drafted, the Panel approved the remainder of the report.

2.  Immigration – Transfer of Functions and Powers

The Panel received and approved the draft scoping document and terms of reference for this review. It was noted that the Education and Home Affairs Scrutiny Panel had been informed that the Panel would be reviewing the matter.

It was agreed to write to the Minister for Home Affairs to invite her to submit any comments in relation to the proposed changes to the law.

3.  Ministerial Decisions

A list of recent Ministerial Decisions was reviewed by the Panel. Further information was requested in relation to some of the MDs.

It was agreed to refer the following matters to the Public Accounts Committee for consideration:

  1. Expenditure on cyber security and the overall level of expenditure on Information Technology over the last number of years.
  2. The accounting treatment within the States of Jersey Accounts for staff salaries when a part of their salary was funded from the project for a capital project.

It was agreed to contact the Chief Minister's Department to ask for an update on the Workforce Modernisation project.
