1. Records of meetings

The Minutes of the meetings held on 5th, 6th, 15th, 18th, 19th, 20th and 22nd September 2017 were approved and signed.

2. Licensing law

The Panel noted that agreement had been reached with the Shadow Alcohol and Licensing Policy Group (SALPG) that the debate on the draft law would be delayed until 16th January 2018. The States Assembly website  was  now  showing  the  date  as  28th  November,  but  it  was assumed that this was the last date on which the debate could be held without  the  Proposition  being  re-lodged.  It  was  agreed  to  contact Economic Development, Tourism, Sport and Culture to ask if the Panel could meet with the SALPG prior to re-lodging taking place.

The Panel discussed evidence received to date and the Scrutiny Officer was asked to arrange meetings with remaining potential witnesses.

The meeting was adjourned after the morning session but reconvened in the afternoon. The Panel welcomed the Solicitor General to the meeting at 3.00pm.
