1.  Records of Meetings

Minutes of the meetings held on 6th and 27th February and 10th and 14th March 2017 were approved and signed.

2.  Conflict of Interest

There were no conflicts of interest declared.

 

 

3.  Draft Criminal Procedure (Bail) Law 201-

The Panel noted that the Home Affairs Minister intended to lodge au Greffe' the Draft Criminal Procedure (Bail) Law 201- in the near future and had invited the Panel to a briefing in relation to the legislation in advance of the debate. The Panel was invited to consider its availability for one hour after the 19th April 2017. The Panel recognised that it would be unavailable until the end of May and agreed that the Minister should be approached to see if that time scale could be accommodated.

4.  Visit to Police HQ

The  Panel  agreed  to  accept  the  offer  of  a  tour  of  the  new  Police Headquarters building on La Route Du Fort, St Helier on 25th April 2017.

5.  Nursery Education Funding

The Panel noted that there may be further work to do in relation to the Nursery Education Fund. This was to be placed on the agenda for the next meeting.

6.  Prison Board of Visitors

The Panel noted that the Home Affairs Minister intended to lodge au Greffe' an amendment to the States of Jersey Police Force (Jersey) Law 2012 in the near future. The Panel had previously agreed to hold a public hearing  in  advance  of the  debate but recognised  that  it  would  be unavailable until the end of May and agreed that the Minister should be approached to see if that time scale could be accommodated.

7.  Tertiary Education: Student Finance

The Panel agreed that following the publication of its report SR2/2017, the Panel would need to keep regular hearings with the Chief Minister

 

 

 

about the progress of the Council of Ministers' Sub-Panel into student finance. There was anecdotal evidence that there was little enthusiasm in finding a solution amongst some of the Ministers tasked with the work. Arrangements were to be made for a hearing with the Chief Minister in September or October in order that the Panel might receive an update of the position.

The Panel considered "R61/2014, Skills for Success" and noted that the document connected with numerous areas of work the Panel intended to undertake in relation to tertiary education, particularly in the area of vocational education.

8.  School Starting Age

The Panel noted that the Chairman had resumed work on the report for the review and noted that the report was expected to be ready for publication by the end of April.

The Next meeting would be held between 0930 and 1200hrs on Monday 8th May 2017 in the Le Capelain Room of the States Buildings.
