1. Records of Meetings

The Panel noted and approved the records of its meetings held on 8th and 15th December 2016. The Chairman signed them accordingly.

2. Service Users of Home Care Review

The Panel noted a draft report from the Officer on the Service Users of Home Care review. The Panel agreed to meet specifically to discuss this further. The Officer advised that a meeting request would be circulated in due course.

3. Living on Low Income Proposition

The Panel received a document from the Chairman regarding submitting a  proposition  to the  States  Assembly  to  reinstate the  single  parent component of Income Support. The Panel noted possible versions of the proposition  and  an  accompanying  report.  The  Panel  discussed  the proposition and agreed in principle to take it forward.

The  Panel  noted  the  financial  implications  of  bringing  forward  this proposition and requested that the Officer contact the Social Security Department  in order to gather further information on budgets, Lean Projects and details of savings that had been made as a result of removing the single parent component.

The Panel tasked the Officer to contact Brighter Futures, Centre-Point, the Jersey Women's Refuge and the Jersey Child Care Trust in order to gain further information on how the benefit reduction has affected single parent families.

The Panel also requested the Officer to find documents referenced in P.86/2005 Income Support System and request information from the Comité de Connétable s regarding the level of support single parent families were receiving when the Parish Welfare System was replaced by Income Support.

4. Mental Health

 

 

 

The Panel noted a briefing paper from the Officer and a submission from Mind Jersey on the current Mental Health Strategy.

The Panel tasked the Officer to organise a private briefing with CAHMS in order to receive an update on the progress made from the previous Panel's report. The Officer advised that this would be organised in due course.

The Panel discussed contacting various agencies dealing with mental health to identify current initiatives and progress. The Panel tasked the Officer to contact the Young Minds project and the Youth Enquiry Service in order to gain further information.

5. Health Profile for Jersey: Briefing

The Panel noted a briefing on the Health Profile for Jersey was to be held on Monday 16th January at 2pm. The Panel discussed areas of focus and agreed on childhood obesity and morbidity rates due to cancer. The Officer advised that this would be confirmed with Health. The Panel also noted that the Health Profile was to be presented to all States Members on Tuesday 17th January between States sittings.

6. Discrimination Law: Disability Legislation

The Panel noted a recent presentation from Enable Jersey with particular regard to the upcoming Amendment of the Discrimination law regarding disability. The  Panel tasked  the  Officer  to  confirm  the timetable for implementation of the amendment and request information from the presentation.
