1. Records of meetings

The Committee approved the records of its meetings held on 13th and 18th December 2017 and 12th January 2018. The records were signed by the President.

 

 

2.  Activity Reports

Panel and PAC activity reports were noted by the Committee.

3.  Codes of Practice

The Committee received an update from the President on progress of the working group in respect of the Engagement and Proceedings Codes of Practice. The Committee re-iterated that it would continue to seek to progress the Codes, and an associated amendment of the States  of  Jersey  (Powers,  Privileges  and  Immunities)  (Scrutiny Panels, PAC and PPC) Regulations 2006, for presentation to the States this term. It noted the relevant timeframes and considered that the most likely States meeting for debate of the Engagement Code was that beginning on 10th April, which would require the Engagement Code  and  amendment  to  the  regulations  to  be  lodged  by  26th February. The option to request the States to reduce the minimum lodging period was also noted.

It was further agreed that the working group would seek to complete its work as soon as it was able to so, with final sign off the documents by the Committee before their wider circulation to Panels and the PAC ahead of presentation.

4.  Care of Children in Jersey Review Panel

 

 

 

The Committee received and noted an activity update report detailing the work of the Review Panel, noting a number of initiatives by the Panel to engage with stakeholders.

5. Residential Property Transactions Review Panel

The Committee received and noted an activity update report detailing the work of the Review Panel. Report drafting was ongoing.

6. Brexit Review Panel

The Committee received and noted an activity update report detailing the ongoing work of the Review Panel. It noted that the Draft European Union (Repeal and Amendment) (Jersey) Law 201- had been lodged, which would now be a particular focus of the Panel.

7. Future Hospital Review Panel

It was agreed that the Future Hospital Review Panel would reconvene to undertake further work, following the recent rejection of a planning application for a new hospital by the Minister for the Environment.

 

 

8.  Future Jersey  

The Committee welcomed Dr I. Skinner, Assistant Director Strategic Planning  and  Performance,  Chief  Minister's  Department,  who provided an update on the status of the Future Jersey project.

 

 

9.  Future Meetings

It was noted that the Committee's next meeting was scheduled to take place on 27th February 2018 at 9.30am, Le Capelain Room, States Building.
