1.  Briefing: Future Hospital Project revised scheme

The Panel met with Officers from the Future Hospital Project Team to discuss the revised scheme for the new hospital. Mr. R. Whitby provided the Panel with a brief background to his expertise. It was noted that Mr. Whitby had been appointed on an interim basis to advise and support the procurement and construction management process.

The Officers provided the Panel with an overview of the revised scheme for the new hospital. The scheme had made some significant changes in comparison to the original plan. The Officers explained that the revised scheme  had  taken  into  consideration  the  concerns  raised  by  the Independent Planning Inspector.

The Officers explained that the project would be delivered in a different sequence and work would start in the latter half of 2018. The focus would be to acquire properties in Kensington Place and develop a new hospital block which would include various hospital clinical departments.

The Panel noted that within the original scheme, Pathology was due to be situated at Westaway Court. The Officers explained that Pathology would be part of the new block on Kensington Place. It was noted that this would remove the need for a pneumatic tube link to the main hospital site under Parade Gardens. The Panel questioned the Officers on this decision, recalling that a reason for Pathology moving to Westaway Court was to remove the risk of noise and vibration affecting the equipment. The Officers advised that the appropriate measures would be taken to mitigate any risk, and that the Pathology consultants had been consulted on this issue.

 

 

 

The Panel was advised that the main building, to include the Emergency Department,  Radiology,  Maternity,  Gynecology,  Children's,  Main Theatres and Critical Care departments, as well as public and private inpatients wards would be completed by the end of 2024.

The Panel noted that a temporary link from the 1980s block to the new block on Kensington Place would be constructed. The Panel raised a concern about a possible fire risk if this was the only access point for staff and patients. The Officers assured the Panel that this matter would be taken into consideration.

In terms of cost, the Officers explained that the revised scheme would be developed within the approved cost envelope of £466 million. It was noted that some areas of the revised scheme would cost more and in other areas savings would be made.

The Officers explained that the risk and impact assessments that had been undertaken as part of the previous scheme would be updated and submitted along with the new planning application. The Officers advised that the new planning application would be submitted at the end of April.

The Officers asked the Panel if Concerto Partners LLP (Panel advisor) could be contacted to ask whether they would undertake a piece of work on a specific financial aspect of the revised scheme. The Panel confirmed that it was happy for Concerto to be contacted by the Department.
