1.  Tertiary Education: Student Finance Proposals

The  Panel  recalled  that  it  had  received  its  advisor's  report  on  the proposals,  which  had  been  sent  to  the  Education  Department  and Treasury  and  Resources  Department for factual  accuracy  checking. Comments  had  been  received  from  the  Education  Department expressing concern at the figures used in the advisor's report, and a separate briefing paper had been supplied by the Treasury Department that had not been circulated to the Panel previously. The Panel noted that this had been shared with the advisor who had expressed his dissatisfaction that the information was not available earlier. It was noted that the newly supplied figures completely changed the tone of the advisor's report, and he would be rewriting it in advance of his visit on Monday 22nd January.

The Panel agreed that it would write a formal letter of complaint to the Chief Minister, expressing its deep dissatisfaction with the situation.

The Panel noted that the responses to the public consultation on student finance had been provided for its information. Due to the size of the file, the Panel agreed that hard copies would be circulated as soon possible.

The Panel agreed that it would hold a joint public hearing with the Minister for  Education  and  Minister  for  Treasury  and  Resources  during  the evening of Wednesday 7th February from 7:00pm – 8:30pm. The Panel agreed that it would look to hold this hearing in a central location due to the likely public interest it would engage. It identified possible venues, which it tasked the Officer to approach. It was agreed that the Panel would extend an invitation to the Jersey Student Loan Support Group to attend a public hearing during its meeting on Monday 19th February, in order to gather its views on the proposals.

2.  Draft Sexual Offences (Jersey) Law 201-

The Panel noted and approved a letter to the Minister for Home Affairs informing her of the Panel's Terms of Reference for its review. It was agreed that this would be sent to the Minister immediately.

3.  Nursery Education Fund

The Panel noted that it had yet to receive a response from the Minister for Education in respect of a letter sent to him requesting an update on the proposals for the Nursery Education Fund. The Panel requested that this be followed up immediately.
