1. Records of Meetings

The Panel noted and approved the records of the meetings held on 29th January, 5th, 13th, 16th, 19th, 23rd, 27th and 28th February and 1st and 5th March 2018. The Chairman signed the records accordingly.

2. Long-Term Care Scheme

The Panel continued discussing the final draft of its report. The Panel agreed to include an addendum section with further recommendations for consideration.

The Officer advised that changes would be made and the report would be circulated for final approval. It was agreed that, subject to approval, the report could be presented during the week commencing 19th March.

3. Draft Disability Discrimination Regulations

The Chairman advised that he had discussed with the Minister for Social Security the Panel's intention to refer the Regulations back to Scrutiny. The Minister had expressed concerns via an email exchange about the delay  it  would  cause  in  terms  of  the  implementation  date  of  the Regulations.

The Panel discussed the matter and agreed that, although it may cause a delay, the matter of addiction needed further consultation and research and therefore the Regulations would be referred back to Scrutiny.

The Panel noted and approved the Comments paper. The Officer advised that the Comments would be presented to the States in time for the debate on 20th March.

4. Organ Donation

The Panel discussed a draft of its report. It agreed that this could be sent out  to  key  stakeholders  for  factual  checking.  It  agreed  to  meet  on Wednesday 21st March to consider any feedback from stakeholders as well as discuss its conclusions and recommendations. The Panel agreed

that it would agree the final report by email and that the report would be published in the week commencing 26thMarch.  

 

 

5. Legacy Report

The Panel discussed its legacy report and agreed to include several matters for the successor Panel to consider. The Officer advised that a final legacy report would be circulated for approval in due course.

The Panel noted that its next scheduled meeting would be held on 29th March 2018 at 9:30am in the Le Capelain room, States Building.
