Action

1.  Briefing  on  P.1/2018  Draft  Machinery  of  Government Amendments

The Panel received a briefing from Officers on the background to the Machinery of Government proposals, as set out in P.1/2018.

2.  Letter to the Chief Minister

A letter to the Chief Minister was approved by the Panel, advising of the formation of the Panel and including the terms of reference. It was requested that this be sent to the Chief Minister.

3.  Evidence Gathering

The Panel requested that some research be undertaken into the single legal entity of government currently in use in the devolved governments of Scotland and Wales.

The Panel also requested that the references made to the Organisation for Economic Cooperation and Development (OECD) in P/1/2018 be researched and any relevant documents provided to it.

The Panel further asked that the report by Lord Lisvane entitled "Review of the Functioning of the Tynwald" be reviewed and all relevant sections referring to the single legal entity of government highlighted.

4.  Meeting with the Chief Executive Officer

The Panel agreed to request a meeting with the Chief Executive Officer of the States to discuss P.1/2018.
