| 1. Draft Machinery of Government (Miscellaneous Amendments) (Jersey) Law The Panel continued its scrutiny of the Draft Law. Noting the proposed changes to the role of the Chief Executive of the States of Jersey, the Panel considered how in practice the Chief Executive would be accountable and answerable to the States Assembly. It was agreed to question the Chief Minister on this during the Panel's forthcoming public hearing. The Panel agreed that based on its work so far, it would be necessary to publish a comments paper on the Draft Law to be presented to the States Assembly prior to the debate on 20th March 2018. |

| 2. Amendments The Panel received a letter from the Chief Minister outlining possible amendments to the Draft Law. The Panel also noted receipt of law drafting instructions for the possible amendments it had identified. It was noted that the Panel had received advice that possible amendments it was contemplating to remove certain articles of the Draft Law would not be accepted as amendments. It was further noted that where the Panel did not agree with a particular article(s), it should report this to States Members and inform Members that the Panel would be voting against those articles. In light of the advice it had received, the Panel agreed changes to its law drafting instructions and approved the final version of the instructions. | SS |
