1. Reconfiguration works at the former Les Quennevais School The Panel discussed R.79/2022 and R.80/2022, regarding delegation of ministerial powers relating to the reconfiguration works at the former Les Quennevais School. The Panel agreed that it held a number of concerns, specifically that: • The decisions relating to the Our Hospital Project had been signed prior to the publication of the Public Inquiry report and the decision of the Minister of the Environment on the planning application of the hospital; • The reports were potentially inadequate to support the decisions made; • Ministerial Decisions and associated reports had not been made publicly available for MD-HSS-2022-321 or MD-INF-2022-231; • There was little justification as to why decisions had been made at that time, considering that they could have been made earlier in the year; • Their publication in close proximity to the election period had not allowed for review or comment; and, • The suitability to delegate powers to the Director Generals could be questioned. The Panel noting that the 2022 election period had begun agreed that these concerns would be forwarded to the Greffier of the States. | PL | |
