1. Review of Work Permit Holder Welfare

The Panel noted and discussed the draft Terms of Reference and Scoping Document for its review of Work Permit Holder Welfare.

The Panel requested that the Officer add an additional Term of Reference related to the lifecycle of the work permit application process and an additional minor wording amendment. The Panel also noted that a number of items on the Scoping Document were  due  to  follow,  and  that  this  included  the  Proposed  Digital  and  Public Engagement Plan and potential site visits for the Panel to undertake during the course of its review.

The Panel requested that the Officer undertake research with regard to Modern-Day Slavery definitions and applicability to Jersey as well as the meaning of suitable housing' set out in the wording of the Work Permit Policy.

The  Panel  discussed  making  arrangements  to  receive  a  private  briefing  from Government Officers on the Work Permit Policy and agreed that details about this would be confirmed following the launch of the review.

The Panel agreed changes to the Scoping Document and requested that, once finalised, the Terms of Reference, Scoping Document and Proposed Digital and Public Engagement Plan be recirculated for approval.
