1. Records of Meetings The Panel noted and approved the record of the meetings held on the 30th November, 7th December and 21st December. |

2. Draft Sea Fisheries (TCA – Licensing of Fishing Boats) (Amendment of Law and Regulations) (No. 2) (Jersey) Regulations 202- The Panel discussed a draft comments paper and agreed to send the main body to the Minister and Government officials for factual accuracy checking. The Officer was requested to draft a conclusion highlighting the Panel's concerns and to circulate this for approval via email on Thursday 12th January 2023. The Officer advised the Panel that the deadline for presentation of comments would be noon on Friday 13th January 2023. | NH |
3. States Business The Panel noted the lodging of P.177/2022 - Establishment of a Climate Council and discussed the briefing it had received the previous month. The Panel noted that it would monitor the work the Climate Council once established which, if adopted by the States Assembly, would not be until 2025. The Officer was requested to circulate the previous Environment, Housing and Infrastructure Panel's amendment to the Carbon Neutral Roadmap which had been adopted by the previous States Assembly and had prompted this proposition to be lodged by the Minister for the Environment. The Panel also noted the lodging of the Minister for Housing and Communities' amendment to Rent Control Tribunal : Nomination of Chair and Members [P.106/2022] which included the Minister's response to the reference back decided by the States Assembly on 24th November 2022. The Panel noted its concerns regarding the lack of powers the established rent tribunal would have and requested the Officer look into options for reviewing this in further detail. | NH NH |
It was also agreed to include questioning on the legal powers of the rent tribunal at the upcoming public quarterly hearing with the Minister scheduled for 25th January 2023. |

4. Work programme The Panel discussed potential review topics to include in its future work programme, including electricity supply capacity, waste management across the island, as well as social housing provision. The Officer was requested to prepare a draft letter from the Chair of the Panel to the Minister for Infrastructure to request an update on when the Panel could expect to receive the finalised Bridging Liquid Waste Strategy. The Officer also advised that she would make contact with Andium Homes to find a suitable for the visits and meeting which had been postponed from December 2022. | NH NH |

Public Quarterly Hearing – Minister for Housing and Communities The Panel discussed the question plan for the upcoming hearing with the Minister for Housing and Communities scheduled for that morning. The Panel received Deputy David Warr , Minister for Housing and Communities and Officers for a public quarterly hearing. The proceedings were streamed live to the public and a recording was taken so that a written transcript could be produced. |

Draft Sea Fisheries (TCA –Licensing of Fishing Boats) (Amendment of Law and Regulations) (No. 2) (Jersey) Regulations 202- The Panel discussed a draft comments paper which had been drafted following the two public review hearings held the previous week. The Officer was requested to make various amendments to the key recommendations and to circulate the revised draft before the end of the day for Panel approval by email. The Officer advised that subject to any revisions made during the factual accuracy checking process, the comments paper would be presented to the States Assembly by the deadline of noon on Friday 3rd February 2023. | NH |
4. Bridging Liquid Waste Strategy The Panel discussed the Bridging Liquid Waste Strategy which had been provided in confidence to the Panel by the Minister for Infrastructure. The Panel discussed the areas that it would like to be scoped as part of its future review and discussed whether the use of an expert advisor would be beneficial to the review. The Officer was asked to draft a scoping document and terms of reference for the Panel to discuss at a future meeting and to arrange a briefing on the strategy from the Minister and government officials. Briefing: Supplementary Planning Guidance – Density of Residential Developments – consultation outcome The Panel received the Minister for the Environment and Kevin Pilley (Head of Place and Spatial Planning) for a briefing on the consultation outcome of the proposed Supplementary Planning Guidance on Density of Residential Developments. Draft Sea Fisheries (TCA –Licensing of Fishing Boats) (Amendment of Law and Regulations) (No. 2) (Jersey) Regulations 202- [P.115/2022] The Panel discussed the Minister for the Environment's response to the recommendations made by the Panel in its comments paper regarding P.115/2022. It was noted that there would be continuing challenges and that this would be an ongoing topic for the Panel to keep abreast of. The Panel agreed to revisit the implementation of the Regulations later in the year to gauge what impact, if any, this was having on the local fishing industry. |

5. Bridging Liquid Waste Strategy The Panel discussed the status of the Bridging Liquid Waste Strategy which had been shared with the Panel in confidence earlier that month. The Officer provided an update to the Panel on the preparation of a scoping document which was currently being prepared. It was noted that it was the intention to include this, as well as a list of potential advisers, on the next meeting agenda for the Panel's consideration. The Officer was requested to arrange a briefing presentation on the Strategy from government officials. | NH |

Ministerial Delivery Plans 2023 The Panel noted the Ministerial Delivery Plans for the Minister for Housing and Communities, Minister for Infrastructure and Minister for the Environment which had been circulated by the Ministerial Office on 2nd February 2023. It was noted that included within the Plans was a timetable of the legislative programme which would assist the Panel in coordinating its own ongoing work programme. |

Email correspondence – South of St. Helier Master Plan / La Folie Inn The Panel noted email correspondence which had been received from a member of the public regarding the South of St. Helier Master Plan and the government-owned La Folie Inn site. It was agreed to include this as an area of questioning in the upcoming quarterly hearing later that morning. |

8. Westminster Visit The Officer updated the Panel on arrangements for the upcoming visit to Westminster on 7th – 8th March 2023. The Officer advised that once the proposed itinerary of meetings was confirmed this would be circulated to panel members and travel arrangements would be made. | NH |

Panel meeting with Jersey Electricity (JE) and visit to JE Powerhouse The Panel visited the Jersey Electricity Powerhouse and was received by Chris Ambler (Chief Executive), Mark Preece (Operations Director) and Peter Cadiou (Director of Commercial Services). The visit began by the Panel receiving a tour of the Smarter Living' area at the JE Powerhouse to learn more about the latest smart home technology. The tour was followed by a meeting which discussed electrification and Jersey's electricity grid infrastructure. The record of this meeting was classified as exempt in accordance with the Freedom of Information (Jersey) Law 2011 (as amended) under Qualified Exemption Articles 26 and 33.
