1.  Briefing on the project to build a hospital

The Panel welcomed senior Government of Jersey officers for an update on the progress of the Our Hospital Project and the next steps in delivering a new hospital. The record of this meeting was classified as exempt in accordance with Article 35 of the Freedom of Information (Jersey) Law 2011 (as amended).

Following the briefing, the Panel asked for correspondence to be drafted requesting additional information on the establishment of a Government team to progress the project.

1.  Site visit to former Les Quennevais School

The Panel met with the Minister for Infrastructure and officers at the former Les Quennevais School site and were provided with an update on the progress of the refurbishment of the site. The Panel was informed that the intention was to house healthcare facilities at the site which were currently being provided at the Overdale site.

The record of this meeting was classified as exempt in accordance with article 35 of the Freedom of Information (Jersey) Law 2011 (as amended).

The Panel met with the Chief Minister, the Minister for Infrastructure and officers and were provided with an update on the progress and timing of announcements and proposals in relation to the project to build new healthcare facilities.

1.  Records of meetings

The Panel approved the minutes of its meetings held on 12th and 9th December 2022 and 12th January and 2nd and 7th February 2023.

 

2.  New Healthcare Facilities

The Panel welcomed the Minister for Infrastructure and Government Officers for an update on the progress and timing of announcements and proposals in relation to the project to build New Healthcare Facilities.

The record of this meeting was classified as exempt in accordance with articles 26, 35 and 36 of the Freedom of Information (Jersey) Law 2011 (as amended).

 

3.  Work programme

The Panel reviewed and agreed a work programme for 2023. The Panel further agreed that a scoping document and terms of reference for its ongoing work to monitor the progress of the New Healthcare Facilities project would be finalised for approval.

The Panel agreed that a Public Hearing should be scheduled with the Minister for Health and Social Services and the Minister for Infrastructure in relation to the proposals for future healthcare provision and the impact on the delivery of services.

The Panel requested that a site visit to the General Hospital be arranged.

The Panel's next scheduled meeting would take place on 8th March at 2pm in the Le Capelain Room, States Building.

The Panel approved the record of its meeting held on 23rd February 2023.

 

2.  New Healthcare Facilities – progress briefing

The Panel noted the record of its update briefing from the Minister for Infrastructure and Government Officers.

 

3.  New Healthcare Facilities – scoping document and terms of reference

The Panel reviewed and approved a scoping document and terms of reference for its continued work to monitor the delivery of healthcare facilities and the replacement for the Our Hospital Project.

 

4.  R.32/2023 – Approach to Delivering New Healthcare Facilities and R.33/2023

– Land Transactions under Standing order 168(3) – the General Hospital – Andium Homes Ltd's Site, Kensington Place – Sale to the Public

The  Panel  agreed  that  correspondence  should  be  drafted  to  the  Minister  for Infrastructure requesting information about savings identified in R.32/2023 and the governance of the projects detailed in the report.

The Panel noted that the Ministerial Decision which accompanied R.33/2023 (MD-INF- 2023-105) was not available on the Government website. The Officer was requested to ask Government Officers for it to be published.

5.  New Healthcare facilities – Public Hearing

The  Panel  agreed  that  it  would  request  the  attendance  of  the  Ministers  for Infrastructure and Health and Social Services at a Public Hearing to be held on 24th March 2023.

The Panel identified a number of topics for inclusion in its question plan for the Public Hearing.

6.  Visit to the General Hospital

The Panel agreed that it would visit the General Hospital on 16th March 2023. The Panel was informed that the Head of Estates and the person deputising for the Chief Nurse would accompany them.

7.  Panel Membership

 

 

The Panel noted that its membership was recorded to include the Chair of the Health and Social Services Panel (HSSP). It agreed that representation of HSSP on the Panel would be discussed once the former was constituted again on 21st March 2023.

 

8.  Future meetings

The Panel's next meeting was scheduled to take place on 15th March at 3.30pm in the Blampied Room, States Building.
