2.  New Healthcare Facilities

The Panel welcomed the Minister for Infrastructure and Government Officers for an update on the progress and timing of announcements and proposals in relation to the project to build New Healthcare Facilities.

3.  Work programme

The Panel reviewed and agreed a work programme for 2023. The Panel further agreed that a scoping document and terms of reference for its ongoing work to monitor the progress of the New Healthcare Facilities project would be finalised for approval.

The Panel agreed that a Public Hearing should be scheduled with the Minister for Health and Social Services and the Minister for Infrastructure in relation to the proposals for future healthcare provision and the impact on the delivery of services.

The Panel noted the record of its update briefing from the Minister for Infrastructure and Government Officers.

The Panel reviewed and approved a scoping document and terms of reference for its continued work to monitor the delivery of healthcare facilities and the replacement for the Our Hospital Project.

 

4.  R.32/2023 – Approach to Delivering New Healthcare Facilities and R.33/2023

– Land Transactions under Standing order 168(3) – the General Hospital – Andium Homes Ltd's Site, Kensington Place – Sale to the Public

The  Panel  agreed  that  correspondence  should  be  drafted  to  the  Minister  for Infrastructure requesting information about savings identified in R.32/2023 and the governance of the projects detailed in the report.

The Panel noted that the Ministerial Decision which accompanied R.33/2023 (MD-INF- 2023-105) was not available on the Government website. The Officer was requested to ask Government Officers for it to be published.

5.  New Healthcare facilities – Public Hearing

The  Panel  agreed  that  it  would  request  the  attendance  of  the  Ministers  for Infrastructure and Health and Social Services at a Public Hearing to be held on 24th March 2023.

The Panel identified a number of topics for inclusion in its question plan for the Public Hearing.

The Panel agreed that it would visit the General Hospital on 16th March 2023. The Panel was informed that the Head of Estates and the person deputising for the Chief Nurse would accompany them.

The Panel noted that its membership was recorded to include the Chair of the Health and Social Services Panel (HSSP). It agreed that representation of HSSP on the Panel would be discussed once the former was constituted again on 21st March 2023.

4.  Healthcare facilities at the former Les Quennevais School

The  Panel  noted  that  parking  and  roadway  issues  were  under  discussion  with residents and Parish authorities in relation to the development of the former Les Quennevais School.

2.  New Healthcare Facilities Programme Review – Strategic Outline Case (SOC)

The Panel discussed the briefing it received from Government Officers on the Strategic Outline Case for the New Healthcare Facilities Programme on the 27th June 2023 and noted that it had been provided with a copy of the full SOC on a confidential basis.

The Panel discussed its concerns about the decision by Government not to share the full SOC with States Members. The Panel requested that a letter be drafted to the Chief Minister and the Minister for Infrastructure requesting clarity on the reasons for this decision and for Government to reconsider its position.

The Panel deferred its discussion on holding a public hearing and developing an interim report on the progress of the New Healthcare Facilities Programme until its next meeting.

The Panel discussed the concerns that had been raised by healthcare staff at its visit to the General Hospital and noted the submissions made during and since the visit.

 

4.  Briefing with the Head of the Corporate Portfolio Management Office (CPMO)

The Panel discussed the information provided by the Head of the CPMO on 21st June and agreed that this information would inform future questions for Ministers on the governance of the New Healthcare Facilities Programme.

The Panel was informed that officers were in contact with Government to arrange a visit to the service to gather the views of Patient Transport and frontline staff about the option to build multi-site healthcare facilities and the potential impact on patients and staff.

The Panel requested a briefing paper summarising the information contained in the Annual Report and Accounts which related to either the New Healthcare Facilities Programme or the Our Hospital Project.

The Panel discussed the response from the Minister for Infrastructure and the Chief Minister (dated 19th July 2023) to the Panel's letter of 13th July requesting that Ministers reconsider its position on cost transparency. The Panel agreed that further questions would be raised at its Public Hearing with the Minister for Infrastructure on 21st September 2023.

The  Panel  requested  that  correspondence  be  drafted  to  the  C&AG  requesting information on the Jersey Audit Office's expectations on procurement protocol and to the Law Officers Department on the requirements of the Public Finances Law in relation to the reporting of capital expenditure in the Government Plan. It also noted areas of questioning for its forthcoming briefing from the Minister for Treasury and Resources and Government officials.

The Panel reviewed and approved a letter inviting submissions to the review from businesses in Kensington Place.
