1.  Briefing: New Healthcare Facilities Programme update

The Panel received the Ministers for Treasury and Resources and Health and Social Services and Acting Infrastructure Minister and officers for an update on the progress of the New Healthcare Facilities Programme.

This meeting was held in private in accordance with Articles 26 and 35 of the Freedom of Information (Jersey) Law 2011 (as amended).

 

2.  New Healthcare Facilities Programme Review

The Panel requested that the officer arrange briefings with the Head of the Corporate Portfolio  Management  Office  and  the  Comptroller  and  Auditor  General  on governance expectations at this point in the Programme.

1.  Records of meetings

The Panel approved the  records of its meetings held on  14th, 21st and 27th November 2023.

 

2.  New Healthcare Facilities (NHF) Programme Review

The Panel discussed the information and updated timeline provided at the briefing with the Ministers for Treasury and Resources and Health and Social Services and Acting Minister for Infrastructure and officers on 9th January 2024.

The Panel approved updates to the review timeline and areas for briefing.

The Panel requested that a public briefing be arranged for February 2024 with the Minister with responsibility for the NHF Programme.

The Panel requested that confirmation be sought regarding the Accountable Officer for the NHF Programme.

3.  New Healthcare Facilities Programme Review Interim Report S.R.3/2023 – Ministerial Response

The Panel discussed the Ministerial Response published in response to its interim report [S.R.3/2023]. Noting that the response was unsatisfactory, it was agreed to follow up with the new Minister for Infrastructure once in post, and to pose questions to the Minister at the public hearing in February 2024.

4.  Resignation of the Minister for Infrastructure and Vote of No Confidence: Chief Minister

It was acknowledged that the Ministerial responsibility for the NHF Programme was dependant on the outcome of P.1/2024 – Vote of No Confidence: Chief Minister and that a briefing should be arranged once relevant appointments had been made.

The Panel further noted the response from the Chief Minister in relation to the resignation of Deputy Tom Binet as Minister for Infrastructure.

 

5.  Panel membership

The Panel noted the resignation from the Panel of Connétable Michael Jackson as the representative of the Environment, Housing and Infrastructure Scrutiny Panel. It

 

 

was agreed that any additions to the Panel's membership would be discussed at its next meeting.

 

6.  Future meetings

The Panel agreed its next meeting date of Tuesday 30th January at 2pm.
