As a direct result of the analysis of the evidence put before the Sub-Panel, it became obvious that there were serious concerns that impacted far beyond the Sub-Panel's remit. It became apparent that some of the issues impacted on the integrity of the States and, as a result, it  was  decided  that  all  evidence  be presented  to  the  Comptroller  and Auditor General for investigation and comment.

The Minister welcomes the involvement of the Comptroller and Auditor General and recognises that a number of matters which  arose  during  the  course  of  the Sub-Panel's review extended beyond its remit.  The  Minister  has  already provided  a  significant  volume  of information  to  the  Comptroller  and Auditor General and looks forward to his assessment of what was a complex matter.

Conclusion

The Minister accepts the Panel's recommendation, although he disagrees that the integrity of the States was affected by the Lime Grove House course of events.
