Education in Jersey
The Department for Education, Sport and Culture aims to provide high quality learning and leisure opportunities for the people of Jersey. There is a wide range of schools and the standard of provision is very high. Parents of children approaching school age or new to the Island are advised to contact headteachers of the schools in their area and arrange visits before making decisions about their child's future. Parents are also welcome to visit schools on their open days when the range of opportunities and the results of children's efforts will be on display. Full time compulsory education begins at the start of the term during which children have their 5th birthday. However, places are offered to children at the beginning of the school year in which their 5th birthday falls. Compulsory education continues until 30th June of the school year in which they have their 16th birthday.
Schools and Colleges
There are 23 non-fee paying primary schools, 4 non-fee paying secondary schools for pupils aged 11 to 16 years and one non-fee paying school for pupils aged 14 to 18 years. At the age of 14 pupils who are more academically able may transfer to this latter school.
There are 4 schools on the Island catering for children with special needs. In addition each secondary school and some primary schools have additional provision for children with particular needs.
Full time further education is available at Highlands College to students from the age of 16 years. No course fees are charged.
In addition there are 2 fee paying primary schools and 2 fee paying secondary schools in the States sector.
There are 5 private primary schools, 3 private secondary schools and 2 private schools for 4 to 13 year olds.
Post 16 education is available for pupils in five local schools and at Highlands College. Pupils entering the Island during this phase of their education should contact the Department for Education, Sport and Culture to ascertain their eligibility.
Pre and After School Services
The Education, Sport and Culture Committee is required by law to register family day carers, pre-school and day nurseries that care for children under the school entry age. Registration of care for school age children from school entry age to children aged 12 years is also required.
Family Day Care is a service offering care to children of all ages in the carer's own home.
Day nurseries offer either sessional or full day care. Times of opening usually follow school terms. Some are open outside these times and provide a packed lunch facility. Most day nurseries in Jersey are privately owned.

School age care offers a variety of services for children who have entered full time education up to the age of 12 years. This care is available before and after school and during school holidays and takes place in a variety of settings.
Nursery classes are attached to the majority of primary schools provided by the States of Jersey. Children from outside the catchment area for these primary schools may attend but are not guaranteed a place in the primary school on reaching school age. There are usually waiting lists for these nursery classes.

Primary Education Non-Fee Paying
Each non-fee paying primary school accepts children from a specific area of the Island. This area is known as the school's catchment area. A large scale map is available in the public libraries, parish halls and in primary schools. Children normally attend the primary school in the catchment area in which they live.
It is the policy of the Education, Sport and Culture Committee to offer a place to all children commencing in September of the school year in which their fifth birthday falls, to enable them to experience three terms in the reception class.
To register either telephone or write to the primary school giving the child's name, date of birth and address. A notice is published in the Jersey Evening Post to advise parents of registration. Parents are asked to register their child at their catchment primary school by 1st February in the school year before the child is due to start full-time school. Priority is given to:
• families who already have children in the school;
• families living in the catchment area;
• families who have a special reason for wishing their child to attend a specific primary school.
By February 1st register your child at your catchment school if he/she is 5 years old between the following September and August.
If you wish to apply for a different school then inform the headteacher of your catchment school and apply to your preferred school.
For a variety of reasons parents may sometimes wish to send their child to a primary school outside their catchment area. Parents can apply for a second school but they must first register at their catchment school by February 1st in the school year before the child is due to start full time school. They should also inform their catchment school that it is not their first choice and name their preferred school.
This application will be considered after 1st February.
Whilst every effort is made to accommodate parents' wishes, places for children living outside the school's catchment area are very limited. Each primary school publishes its own handbook for parents which gives further details about primary education.

Fee Paying
There are two fee paying States primary schools, Jersey College for Girls Preparatory School and for boys, Victoria College Preparatory School. Both schools accept nominations for entry from birth onwards. While both schools admit children at 7 years of age, Jersey College for Girls Preparatory School has a pre-preparatory department which admits both boys and girls in the year in which they are 5 years of age. At Jersey College for Girls Preparatory School all parents and prospective foundation stage pupils are interviewed by the foundation stage manager a year before entry, to assess the capabilities of the children and to offer appropriate advice.
Entry to the preparatory school at 7 years of age is dependent on a procedure including academic assessment and references from the current school. This applies to all prospective pupils whether they are attending the pre-preparatory department or any other school.
Secondary Education Non-Fee Paying
Children transfer to secondary school at the end of Year 6 when they are about 11 years of age.
There are four secondary schools for pupils aged 11 to 16 years. Pupils normally attend the secondary school in whose catchment area they live.
During a child's final year in primary school, the Department for Education, Sport and Culture makes contact with all parents and asks them to complete a form for return to their catchment area school before March 1st.
Parents are asked to indicate:
• whether they wish their child to attend their local catchment area school;
• whether they prefer their child to attend a different non-fee paying secondary school;
• whether they have made other arrangements for the education of their child.
Children living in the catchment area of a secondary school have priority for places. Subject to availability of accommodation, other children from outside the catchment area can be offered a place. Whilst the Department for Education, Sport and Culture makes every effort to accommodate parents' wishes priority for places is governed by the following criteria:
By March 1st register your child at your catchment school if he/she is 11 from the following September.
Indicate on the registration form if you prefer a different school from the catchment school.
• children who already have brothers/sisters at a particular secondary school;
• children coming from a primary school which is located within the secondary school's catchment area;
• children whose families are working or living near the school;
• special cases eg supported by a doctor, educational psychologist, etc.
All secondary schools have arrangements for pupils and their parents to visit the school before transfer.
14+ Transfer
Pupils wishing to attend Hautlieu at 14+ will have been judged academically able as a result of CATs (Cognitive Ability Tests), SATs (Standard Assessment Tests) and teacher assessment. An explanatory leaflet of the procedures is obtainable from Hautlieu School, telephone 736242.

Post 16 Education
Sixth form education is available at Hautlieu, Jersey College for Girls, Victoria College, Beaulieu Convent, De La Salle College and Black's Academy subject to eligibility. Pupils who meet entry requirements for sixth form may be admitted into any of these sixth forms from any local secondary school. Tuition fees are charged at Jersey College for Girls, Victoria College, Beaulieu Convent, De La Salle College and Black's Academy. No fees are charged for sixth form education at Hautlieu.

Adult Basic Education
For adults who have difficulty with reading, writing or numeracy a confidential service is provided at Highlands College. Apersonal tutor is assigned to each student and a programme is individually designed to suit each student's needs. For adults who prefer the atmosphere of a group there are also several small groups provided in English, Literacy, Numeracy and IT. This service is free. Adult Education
An extensive Island-wide programme of adult vocational and non-vocational education is provided at a variety of locations within the Island by Highlands College. The programme offers more than 500 vocational and non-vocational courses during the school year for which almost 7,000 enrolments are received.
Subjects offered at GCSE and AS/A Level include Business Studies, English, French, Portuguese, Spanish, Psychology, Law, Maths and History.
Non-vocational or recreational classes include the Arts, Crafts, Cookery, Languages, Sport, Gardening, IT, Photography, Dance, English for Speakers of Other Languages, Navigation, Music and other general interest courses. Details of all these courses are available from the Adult Education team on 861252.
Classes in Jersey Norman-French are available at a heavily subsidised rate in order to encourage study of the Island's native language.
There are reduced fees on certain courses for retired, unemployed persons and those receiving long-term sickness benefits.

Highlands College also offers part-time courses for adults leading to qualifications in Banking, Accountancy, Company and Trust,

Allowances for Students

Attendance
It is the responsibility of parents to ensure that their children attend school regularly or receive an education which is at least equal to that which is available in local States schools. Failure to do so can result in prosecution.

Careers Service
The Careers Service is based at the Department for Education, Sport and Culture and works closely with the Island's secondary schools and colleges, and directly with young people and their parents/guardians to support and supplement their careers education and guidance programmes. This will include the delivery of careers education to groups of students and the provision of drop-in guidance/information sessions at each secondary school. It also works to strengthen the relationship between schools, further and higher education providers and employers. Two events are organised every spring term, the Careers Event and the Higher Education Event.
There is:
• a library of books and software on careers advice;
• a large collection of prospectuses, videos and other information on universities;
• a wide range of careers material to inform and aid career choices.
All are available to the general public for information and individual guidance interviews are also available. The Careers Service is open to the public Monday to Friday from 8.30am to 4.30pm. It also operates a drop-in' session at the Jersey Library on Mondays from 12 noon to 2.00pm.

Cognitive Ability Tests are tests of ability for children. Testing takes place in Year 5, Year 7 and Year 9.

The Education, Sport and Culture Committee has a scheme for financial assistance towards the cost of tuition, travel and maintenance for students undertaking courses in higher education in the United Kingdom. Awards take into account the financial resources of the student and his/her parents.

Discipline in Schools
The Education, Sport and Culture Committee requires all schools to have a school behaviour policy which includes a policy on bullying, a code of conduct, rules, rewards and sanctions.
The headteacher or principal may suspend a pupil for up to 5 days on a single occasion and up to 15 days during a school term. Only the Director of Education, Sport and Culture may give permission for extensions to these periods of suspension.
Early Years Home Support Service/Portage
Portage is a system for teaching skills to pre-school children who are delayed in their development. This service provides regular home visits and close liaison between parents and teacher with a jointly planned programme for progress. Educational Psychology Service
Psychology is the study of thought, feeling and behaviour. This service works with schools and families to prevent learning and behavioural difficulties arising where these may be linked to psychological problems.

English as an Additional Language/ Multi-Cultural Support
This service aims to provide children for whom English is an additional language with equal access to the Jersey Curriculum. It caters for both primary and secondary ages. On a child's entry to a school, the headteacher will submit information to the Department for Education, Sport and Culture and support will be provided for the first year in school in Jersey.
Highlands College offers courses in English as a second language from basic level to advanced level with examinations available through Pitman qualification and Cambridge examinations. Courses run as evening classes from September to June. Afternoon classes are organised during the summer term to support those people working in the tourism/hospitality industry.

Foundation Stage
The Foundation Stage, for children aged 3 to 5 years, covers the years children spend from the beginning of nursery or playgroup to the end of Reception class in primary schools. Early learning goals set out what most children are expected to achieve by the end of the Foundation Stage (when they leave the Reception class).
GNVQ (General National Vocational Qualification), AVCE (Advanced Certificate of Vocational Education) and BTEC Awards
These are qualifications which provide an alternative to GCSE (General Certificate of Secondary Education) and GCE (General Certificate of Education) A'(Advanced) level. Each AVCE, GNVQ and BTEC qualification concentrates on a broad area of work such as business, art and design, ICT and health and social care.

Governing Bodies
All secondary schools and colleges under the control of the Education, Sport and Culture Committee have governing bodies. The only primary school which has a governing body is Rouge Bouillon. The governing body, the headteacher and staff of the school, the Education, Sport and Culture Committee and the Department for Education, Sport and Culture all contribute to the smooth running of the school. There are elected parent governors who serve on the governing body. The Department for Education, Sport and Culture provides information packs and offers training programmes to support governors.

The Governors of Highlands College represent the interests of employers and the community and are responsible for the general direction of the College, securing economy, efficiency and effectiveness in the use of resources and ensuring that due consideration is given to the views and needs of employers and the Island community.
Holiday Play Schemes
These schemes are provided in the Easter and Summer holidays, for children aged 5 to 11 years. There is also a Holiday Club for children aged 11 and 12 years. The schemes are based in various schools across the Island. Payment is on a sliding scale according to income. Priority for places is given to single working parents, families where both parents work or families with special needs or circumstances. Application forms can be obtained from the Department for Education, Sport and Culture in February for the Easter holiday and April for the Summer holiday. Holidays During Term Time
Children should not be taken out of school during term time for holidays. Achild taken out of school may never catch up on important work that has been missed. This may affect their overall progression and performance. Headteachers and principals may grant leave of absence for up to ten days during term time under very exceptional circumstances. Permission for leave in excess of ten days is at the discretion of the Director of Education, Sport and Culture.
Home Tuition
The Education, Sport and Culture Committee maintains that it is a most difficult undertaking for a parent to make adequate and appropriate provision for the education of a child at home in terms of expertise, resources and social interaction. If, however, parents are determined to educate their child at home, the Education, Sport and Culture Committee has a duty to ensure that they receive efficient, full-time education suitable for their age, ability and aptitude and which meets any special needs which they may have. Parents must, therefore, contact the Department for Education, Sport and Culture if they wish home tuition for their child to ensure that their plans meet educational requirements, telephone Special Educational Needs 509484, fax 509380.

Insurance Cover for Children in Schools
The States of Jersey only provides insurance cover for pupils when participating in the following schemes:
• Duke of Edinburgh Awards: special arrangements have been made for children involved in this scheme. Contact the Youth Service, telephone 509394, fax 509400.
• Work Experience: contact the Trident Office, telephone 509356 or 509397, fax 509470.
• Off-Island Visits: where such visits have been notified to and approved by the Department for Education, Sport and Culture, pupils will be covered under the States of Jersey Group Personal Accident and Travel Policy. Details may be obtained from schools or the Department for Education, Sport and Culture.

Jersey Curriculum
The Jersey Curriculum defines the knowledge, skills and understanding which constitute the educational entitlement of all pupils of statutory school age. This entitlement takes account of individual needs and starting points so that pupils may achieve their full potential, irrespective of gender, age, disability, ethnic or social background.
Jèrriais
L'Jèrriais a té ensîngni dans l's êcoles d'Jèrri d'pis 1999. Not' vielle langue est hardi appréciée par les jannes gens, et j'avons dans les 150 dans nos clâsses. Jèrriais has been taught in Jersey schools since 1999. Our old language is greatly appreciated by the young, and we have around 150 pupils in our classes. Jèrriais is taught as a voluntary subject, and most lessons are run outside the normal school day. Jersey Library
The Library provides an extensive range of services - books, music recordings, audio books, foreign language tapes, videos, CD-ROMs and special collections of materials for those with learning difficulties. Newspapers, magazines, maps, timetables and many other materials are available in the Reference Library. Open Learning @ Jersey Library'provides internet/e-mail access, CD-ROMs for computer skills and languages, ECDL (European Computer Driving Licence), Learndirect and other online courses. Tuition is available.
Summer holiday reading schemes, fun activities, story times and internet sessions are just some of the many activities organised by the Town and Branch Library, at Les Quennevais, St Brelade.

The Mobile Library visits 33 stops per week around the Island. There is also a service to housebound readers and those in nursing homes. Anyone who wishes to become a borrower may join the Library free of charge but must have two proofs of address or a Jersey driving licence. Young people under 18 need the signature of a parent or guardian. There are special arrangements for visitors.
Mother Tongue Teaching
By arrangement with the Portuguese Government mother tongue teaching is currently provided for Portuguese children in after school classes, at the following schools:
• Children of secondary age: Haute Vallée, Le Rocquier, Grainville and Les Quennevais Schools.
• Children of primary age: First Tower, De La Salle, Rouge Bouillon, St Clement's and St Mark's Schools.
This provision is reviewed annually.

Music Teaching
The Instrumental Music Service offers instruction in a wide range of orchestral and band instruments. Teaching is provided subject to the availability of teaching time in all establishments administered by the Education, Sport and Culture Committee. The Service also offers ensemble coaching, theory lessons and tuition towards the Associated Board of the Royal Schools of Music examinations. There is a regular programme of musical opportunities for pupils to be involved in concerts, workshops, masterclasses, courses and tours. Parental Concerns
In the first instance parents with concerns about any aspect of their child's education should speak to their child's teacher. If this proves unsuccessful then the headteacher should be contacted. If any parents are still not satisfied with the response then, in secondary
schools and Rouge Bouillon primary school, the chairman of the governing body may be approached. Parents can obtain this person's name from their child's school. Should concerns not be resolved by the school, then parents may contact the Director of Education, Sport and Culture.

Public Examinations Entry and Fees
Pupils are entered for public examinations whilst at school or Highlands College and parents/guardians are not normally asked to pay the entry fees. Pupils may be required to pay for any retakes.
Pupils Newly Arrived in the Island

Records of Achievement
These are produced by pupils in many schools. The record recognises the achievements that an individual pupil has made in a wide variety of activities both in school and outside. Evidence of such achievements is collected. Pupils receive their records on leaving school. They may be used in interviews and can be updated as the young people progress.
Registration for Primary School
Each primary school has a defined catchment area. Maps showing catchment areas are available in the public libraries, parish halls and schools.
In addition some schools have special provision for pupils with very specific needs and such children attend these schools regardless of where they live in the Island. (See Special Educational Needs.)
Each school has a planned admission number. If further places are available once the children detailed above have been offered places, these places can be offered to children from outside the catchment area. At such times consideration is given to a number of specific factors. (See section on Primary Schools at the beginning of this booklet.)
Registration for Secondary School
During their child's last year at primary school parents receive information packs with details of the transfer procedures from primary to secondary school. They will be offered places at their catchment area secondary school. Maps showing catchment areas are available in the public libraries, parish halls and schools.
Applications from parents living outside the catchment area can only be considered, according to certain criteria (see section on Secondary Schools at the beginning of this booklet) once all children within the catchment area have received the offer of a place and if the school has not reached its maximum intake number.
In addition some schools have special provision for pupils with very specific needs and such children attend these schools regardless of where they live in the Island. (See Special Educational Needs.)
Religious Education and Acts of Worship
All States schools are required to provide broadly Christian acts of collective worship for all pupils. There should be a minimum of one each week. Religious Education is included in the Jersey Curriculum. Parents may request their child's withdrawal from acts of worship or from Religious Education.
Return to Work
Highlands College offers return to learn and return to work courses to adults wishing to return to work or to develop new skills. (See also Adult Education and GNVQ). For further information, telephone 608525.
Standard Assessment Tests (SATs)
Standard Assessment Tests are part of the UK National Curriculum. They consist of tests undertaken by pupils on the completion of Key Stages 1, 2 and 3, which are supported by teacher assessments. Particular arrangements, which take greater account of teacher assessments, have been adopted in Jersey.

School Health Service
This programme is designed to promote the health and well-being of children and incorporates: school nurse service; immunisations; health education and the provision of information for young people and parents.
The nature of the School Health Service is changing in recognition of the need to deliver a co-ordinated service that is dynamic and responsive to children's changing needs.
Health Education is an important part of the Service. Each school covers a Personal, Social and Health Education (PSHE) curriculum. An important feature of this work is a partnership approach between schools and parents aimed at ensuring that young people receive accurate and timely information.
There is much health-related information available for young people and parents including locally produced leaflets, books and internet sites.

Special Educational Needs
It is the Education, Sport and Culture Committee's policy to identify all children with special educational needs as early as possible and to make provision for them. This provision will take account of the educational needs of the child, those of other children, the wishes of the parents and the availability and appropriate use of resources. A small number of pupils will require the preparation of a report of need. As far as possible pupils will be educated within their local mainstream school. The needs of some pupils, however, can only be met by placement in a special school, in a mainstream school with special facilities or occasionally in schools in the United Kingdom.

All States of Jersey primary schools and the four 11 to 16 secondary schools and Highlands College are resourced to meet the needs of pupils with special needs.
Any parents concerned about their child's progress should contact the headteacher of their child's school to make an appointment to discuss the difficulty.
Certain schools are resourced to meet pupils' specific needs. Following assessment, a child may be offered a place at an appropriate school.

Trident
This scheme helps young people, regardless of ability or background, to prepare for life after school. Skills for Life are developed through work experience, personal challenge and community involvement. Work experience is the only element that all Key Stage 4 pupils participate in and this is arranged by the Trident Office at the Department for Education, Sport and Culture. All pupils are given the opportunity to complete a three week work placement either in Year 10 or 11 depending on the school attended. ATrident Gold certificate is awarded to those who successfully complete all three elements. Validated School Self Evaluation (VSSE)
The Department for Education, Sport and Culture oversees this scheme. It is directly concerned with quality in schools as it occurs on a day by day basis and replaces the former system of school inspections.
Visual Impairment
A qualified teacher of the visually impaired works with teachers in all educational institutions and can assist parents by liaising with the orthoptist at the Ophthalmology Department at the General Hospital. Work Experience

Every senior secondary school pupil (in Year 10 or 11) is offered three weeks' work experience as part of the Trident Skills for Life scheme. Some pupils are also offered additional work experience.
Work Related Learning
In line with recent developments, Work Related Learning is becoming an integral part of the new 14 – 19 curriculum. The Careers/Work Related Learning section forms the principal link between business and education and facilitates the Primary Young Enterprise Programme, The Real Game at Key Stage 3, Young Enterprise Project Business at Key Stage 4, together with the Young Enterprise Company Programme and Institute of Directors Work Shadowing Scheme at Post 16. Youth Service
