Declaration by Registered Milk Producers concerning Quality Milk Payments

Please sign and return this Declaration, to reach Rural Economy by 18th December 2009. The Department will acknowledge receipt in writing. Failure to sign and return this Declaration may lead to the suspension of direct financial support payments.

I confirm, on behalf of the business that I represent (as below):

  1. that I/we wish to receive, until further notice, the Quality Milk Payment as determined by the current policies of Economic Development. I/we understand that Direct Financial Support includes Quality Milk Payments (for dairy cows).
  1. that I/we agree to provide appropriate financial information regarding my/our agricultural business in the format required by the Economic Development Department e.g. the Dairy Industry Costing Scheme or Annual Business Accounts. I/we understand that this information will be treated as strictly confidential and that it will not be used in whole orin part without my/our written authority except for the purpose of producing aggregated information that may be used by the Economic Development Department.
  1. that I/we agree to authorize officers of Rural Economy to have monthly access to my/our Jersey Cattle Movement Service records and Milk Recording Data to verify the number of cows in my/our milking herd . I/we understand that this information will be used to calculate my/our entitlement to Quality Milk Payments.
  1. that I/we understand that the January payment will be 6/12thof the Quality Milk Payment and a further 6/12th will be paid in June each year.
  1. that I/we understand that the receipt of Quality Milk Payment is conditional on compliance with the Milk and Dairies (General Provisions) (Jersey) order 1992 as set out in the letter sent to you on 24th October 2006.
  1. that I/we understand that Quality Milk payments are also conditional on compliance with the Jersey Cattle Movement Service Regulations, the Animal Welfare Law 2007, the Jersey Code of Practice for the Welfare of Cattle and that I/we will annually update my/our Farm Manure and Waste Management Plan and provide a copy of the changes to the Rural Economy office. Non compliance to the above could lead to

your Quality Milk Payments being reduced in line with the penalties explained in the letter to you dated 24th October 2006 regarding non compliance to the Milk and Dairies (General Provisions) (Jersey) order 1992.

  1. that I/we understand that Quality Milk Payments are designed to support commercial dairy herds which should contain no more than 20% dry cows calculated on an annual basis. Dairy herds with an annual dry cow % above 20% wishing to claim QMP for dry cows above this level will have to supply further information to justify such payment.
  1. that I/we understand that, if I/we am/are in receipt of an agricultural loan which isin arrears, payments due to me/us may be withheld to offset the arrears.
  1. that I / we understand that all individuals / businesses in receipt of Government support payments should have in place, for inspection by the States of Jersey as required, an appropriate level of corporate governance arrangements including risk management policies, reporting hierarchy, organisational structure and auditing arrangements to ensure public money is spent in a proper manner.
