Thank you for your letter of 21st August 2019 requesting information on the draft Government Plan. The following projects allocated to your panel are within my portfolio:
Higher Education (CSP1-2-01)
Improving Education Outcomes (CSP1-2-02) – made up of 8 individual projects Les Quennevais School IT equipment (CSP1-2-03)
Primary School Meals Feasibility Pilot (CSP1-2-04)
Digital Jersey Academy (CSP3-2-04)
Skills Jersey (CSP3-4-01)
Jèrriais (CSP3-5-03)
Naturally many of these projects will have an element of crossover with other Ministerial portfolios. Higher Education, Digital Jersey Academy, Skills Jersey and Jèrriais all have some crossover with the Minister for Economic Development, Tourism, Sport and Culture, to varying degrees. The Primary Schools Meals Feasibility Pilot is ultimately related to Public Health which is part of the Minister for Health and Social Services portfolio.
I understand the Chief Minister has proposed to provide supporting documents for additional expenditure and Council of Ministers' meetings, in a coordinated response to the Government Plan Review Panel.
Stakeholder engagement varies greatly dependent on the specifics of the projects and is tailored appropriately as required. Some projects will have only required limited involvement from internal groups such as Head Teachers and Leadership Teams. Others, such as the Children's Legislation Programme will require full public involvement as they progress.

The Chief Minister will provide details of the process and working group memberships to prepare the draft plan. In addition, I can advise that I been involved in the capital projects listed and received briefings from CYPES officers before the bids were submitted for potential inclusion in the Government Plan.

I have been involved to some degree in all of the above and understand that the Chief Minister will endeavour to provide analysis of links between actions and projects where they exist.
I think the panel would benefit from an officer led briefing on the review of the Education (Jersey) Law 1999. I have asked officers within the Strategic Policy, Performance and Population department to make contact with your Scrutiny Officer to arrange this.
