Economic and International Affairs Scrutiny Panel Government Plan Review
Further to your letter of 20th September 2019, I provide the following additional information in respect of this project:
- This information technology capital request is presented in three phases. Phase 1 - Discover and design will enable a thorough analysis of the costs of the available options. For now, we have estimated the overall cost as double the expenditure on the current systems due to inflation.
- Ongoing investment will be required in terms of maintenance contracts and upgrades in the future, but at this stage, we anticipate this would replace the existing contracts within the section's revenue lines and IT budget.
- We would drawdown the funds based on project milestones, principally, the three phases identified in the business case.
- The Regulation Directorate is bringing together historic sections of Development Control, Building Control, Environmental Health, Environmental Protection, Trading and Consumer Standards, Driver and Vehicle Standards. All these services have the historic business line application systems but in essence all process various types of applications, licences, and permits. The successful outcome would be a stable and secure system with easy to use customer interface, digital data retention and processing in a line of business application systems, with reduced dependencies on specialist knowledge or external suppliers.
- The successful delivery will enable better customer service, more efficient business delivery and reduce business risk though improved systems but at this early stage a reduction in headcount is not anticipated. We cannot at this early stage quantify any cashable savings until a final solution is agreed.
- The IT products chosen will be the output of Phase 1 - Discover and design.
- The project will be subject to a tendering process.
- The Regulation Directorate is seeking a business transformation to the management and regulation of the Agricultural Land (Control of Sales and Leases) (Jersey) Law 1974. The effective management of this business area will rely on integrated systems. As the planning and building application systems are land-based software (as opposed to personal-based software) there are synergies to introducing this area as part of Phase 3 to enable more efficient working and better customer engagement.
