States Greffe
Deputy John Young Minister for the Environment BY EMAIL
23rd December 2020 Dear Minister
Draft Wildlife (Jersey) Law 202- [P.110/2020]
I am writing further to our previous discussions in relation to the above proposition which is scheduled for States debate on 9th February 2021.
Having previously highlighted the concerns of the farming industry, we are keen to ascertain what developments have been made to allay these concerns and/or what provision will be made within the draft law to provide adequate safeguards. In this regard, please could you respond with an update on what, if any, changes to the draft law are proposed. Specifically, whether you will seek to bring an Amendment to the proposition to address these matters in your capacity as Minister.
As you will be aware from our previous discussions, it is the desire of our Panel that any guidelines should accompany the draft law from the onset of the law coming into force. In this regard, we would be grateful if you could update us on the timeline for finalising the various guidelines. Specifically, whether the guidelines will be available prior to the States Assembly debating and agreeing to adopt the draft law in February 2021.
Furthermore, we wish to ascertain whether you will seek to provide an explicit exemption in the draft law relating to the legal requirement of the annual Branchage.
I would be grateful if you could forward a response to these queries, in writing, by Tuesday 5th January 2021, as we will need to form a view on what, if any, amendments to propose on the draft law, as a Panel.
Thank you for your assistance in this matter and may I take this opportunity to wish you, your Assistant Ministers and your Officers a happy Christmas.
Yours sincerely,
Connétable M. K. Jackson
Chairman
