Bridging Island Plan Scrutiny Review – Written Questions

As you may be aware, the Environment, Housing and Infrastructure Scrutiny Panel has begun work on its review of the decision to proceed with a Bridging Island Plan. Further information, including the Terms of Reference for the review are available on the States Assembly website.

As part of our evidence gathering process, the Panel has some questions which we would be grateful for your response and input as Minister for Health and Social Services. Please see below:

  1. What are your views regarding the proposal for a shorter-term Bridging Island Plan (2022-2024) in  relation  to  your  remit  for  Health  and  Community  Services?  What  opportunities  and/or challenges could this create?
  2. Considering that the shorter 3-year Plan would decouple' itself from longer-term policies, such as a Migration and Population policy, what short- and longer-term implications might this have regarding planning for and development of the Future Hospital? Please could you provide examples.
  3. Since the Our Hospital project is a major Island project, what assurances or considerations have been provided to ensure that the Bridging Island Plan will help to advance (and not hinder) its delivery?
  4. Given that it is hoped a decision on the location of the Future Hospital will be agreed before the Bridging Island Plan is approved (anticipated early 2022), it is understood that Supplementary Planning Guidance in conjunction with the current Island Plan will be used to determine the planning application in this regard, therefore allowing a timely decision to be made without awaiting approval of the Bridging Island Plan. Do you consider there to be any downsides to this approach? If so, please can you provide examples.
