5th August 2020 Dear Minister

Health and Social Security Scrutiny Panel Coronavirus Update

I have received numerous correspondence from a local supplier of Personal Protective Equipment (PPE), who has raised concerns about the Government of Jersey's intervention in the local supply of PPE.

The Panel would be grateful if you could provide answers/further details on the following matters:

  1. Please  could  you  advise  who  made  the  decision  to  provide  free  PPE  on  the Government's, Supply Jersey Portal?
  2. Please could you advise when this decision was made?
  3. Please could you advise what consultation was made with local suppliers and by whom?
  4. Please could you confirm whether local suppliers were asked if they were able to supply PPE, and at what quantity and cost?
  5. Please could you confirm that the PPE provided free of charge by the Government of Jersey, was purely to meet the additional demands on the supply of PPE, following the outbreak of COVID-19?
  6. Please could you advise why the supply of free PPE by the Government of Jersey was not made in consultation with local suppliers?
  7. Please could you advise what controls and governance procedures are in place to ensure that requests for supplies of PPE are genuine, and not being subject to onward distribution?

The Panel would be grateful if you could provide a response to these questions by Monday 10th August.

We look forward to hearing from you. Yours sincerely

Deputy Mary Le Hegarat
