Review of the Government Plan 2022 - 2025

I write to you following the recently lodged P.90/2021 - Government Plan 2022 – 2025 and to inform you of the Panel's intention to look further into various projects listed therein namely:

CSP-3 – Vibrant Economy

Reversing the decline in Jersey's Overseas Aid contributions

Heritage, Arts & Culture (including Island Identity)

Taking each area in turn, the Panel would be grateful if you could provide more information on the following:

Jersey Overseas Aid Contributions

We note the figures of £13,375,000 for 2022, £14,476,000 for 2023, £15,702,000 for 2024  and  £16,752,000  for  2025  for  Jersey  Overseas  Aid  during  the  life  of  the Government Plan. Could you provide a breakdown of where these costs will be attributed?

Could you explain the increase in the costs year on year and the basis on how they are measured?

We note funding of £3,041,000 for 2022, £4,142,000 for 2023, £5,368,000 for 2023 and £6,418,000 for 2025 in relation to reversing the decline in Jersey Overseas Aid Contributions. Could you provide the Panel with a breakdown of how this funding will be used?

Heritage Arts and Culture (including Island Identity)

Can you provide further details of the projects planned for Heritage, Arts and Culture through the life of the Government plan?

Can you provide an update to the Island Identity Programme?

It is the Panel's intention to use the responses to these questions for our upcoming Public Hearing on the Government Plan due to take place on Friday 29th October 2021 which has been combined with the Quarterly Public Hearing due to take place the previous week. We would be grateful if you could provide a response no later than 12 noon on Friday 22nd October to enable us to review the information and compile additional areas of questioning.
