By email
1st November 2021 Dear Chief Minister
H&SS Scrutiny Panel
Review of the Government Plan 2022-25
I write to you following the recently lodged P.90/2021 - Government Plan 2022 – 2025 and to inform you of the Panel's intention to look further into various projects listed therein namely:
Health and Social Recovery Fund (page 43 Government Plan 2022-25)
In the Government Plan 2022-25, the Panel notes that the project GP22-CSP2-C-11 Health and Social Recovery Fund' (Fund), will be overseen by a Political Oversight Group who will,
per page 7 of Government Plan 2022-25, "champion health, social recovery and wellbeing activity across all Government Departments, and building on existing programmes".
- Will the Political Oversight Group (POG), with responsibility for the Fund, establish a Terms of Reference to meet these objectives prior to any withdrawals being made from the Fund?
- The Panel note on page 19 of the Government Plan 2022-25, that recovery projects will be "underpinned by clear measurement of processes, impacts and outcomes that demonstrate we are achieving progress". Please can you provide details of the development of each project to ensure they are ready to commence from 2022?
- Please can you provide a timeline for each project that will receive funding?
- Please can you outline the specific projects that will be allocated funding?
- There is £5m allocated to the Fund in 2022 and £3m allocated to the Fund in 2023. Please can you provide a breakdown of the funding allocated to each project under the remit of the Fund?
- Will the POG have discretion to allocate funding to any additional projects not already outlined in Government Plan 2022-25?
We would be grateful if you could provide responses by 8th November 2021. If you have any further questions regarding this matter or our work in general, please do not hesitate to contact me.
Yours sincerely
Deputy Mary Le Hegarat
Chair
