Dear Panel,
I understand that there is a review of Jersey's Overseas Aid contribution, how it is spent and how it is monitored. Briefly I submit my personal view.
From this rich Island it is inconceivable that Jersey does not aim to meet the agreed target of at least 0.7% of GNI. I believe this should be a minimum, and reviewed upwards according to World need. I further believe that if we stopped wasting money, particularly that spent paying "experts" from off the Island to advise on entirely internal matters, then the cash could be found painlessly. And it is because of that I mention "minimum"; giving of this nature should hurt, even if only a little. We should be able to say "we did without that because we were helping our neighbour".
I have no comment on JOAC's policies, as I am not privy to them. However, I do believe that there should be sound practices in place to ensure that full use is made of the Aid we provide for the purpose for which it was given.
I am unconcerned over comparisons with other jurisdictions- there is no like-for-like anywhere! Yours sincerely,
Brian D. Bullock
