I consider the speed limits to be adequate as they are at 40, 30, 20 and 15. They are tried and tested and work.
In the areas where a reduction is required, that is out side schools etc, there have been limits imposed at the times needed.
To increase the green lane limit would mean the end of any benefit and you would be as well removing the green lanes completely.
Changing the speed limits would be a simple solution that the states could then say "they have done their job", in other words a get out clause for the members, and this takes you back to my first comment.
Enforcement, speed checks, speed cameras, endorsements with a view to taking your license away and higher fines is the only way to maintain the speed limits.
Your average member of the public does not drive at excessive speed, it's the exception to the rule that is a danger to everyone else.
