the consequences of trying to raise money for a few who should perhaps

just be invited to purchase or move which may be the effect in any

 What money will this raise?

 What subsidies will fall back to the taxpayer via social ?

 

 It will undoubtably have a knock on effect to housing trusts and

other property companies

 

 How much will the non social housing residents be expected to

have to pay as a consequence?

the housing transformation programme and the view that States rentals

should increase by as much as 40% in some cases to take on board a "Fair

Market" element. .

  

  Obviously on a case by case basis tenants should be

paying what they can afford and what is reasonable, especially if they

are in States social rented housing and working.

  

  My own view which I know is hared y many, is that

Social housing is an important part of any responsible jurisdictions

services and an important and valuable asset.

  

  It is right to constantly monitor it not least of all

because of its function and the value of it as a property portfolio for

the islands community.

  

  It is owned by the people in my view and only managed by

successive states members, many of whom would not wish to remind the

public and the business community that it contributes over 30M per

annum to the States coffers.

  

  I laugh when I see the states announce refurbishment

packages which pale in comparison to the money they are taking every

single day of the week.

  

  The criteria for qualifying for limited resources should

be such that access to the stock should not mean that people are

homeless also but we know for a fact that there are, on regular

occasions,

  

  families who can be classified as homeless from the

waiting lists which are published on the website by housing each month

  

  I know this by work I did following on from my

successful proposal to have the list published on the website for all to

see in the last part of my term of office.

  

  The view expressed by some politicians and their

business masters is that social housing rents should be increased to

"fair market levels"

  

  This sounds perfectly reasonable on the face of things

and to add to the appeal they regularly point out that some tenants even

have their own boats.

  

  Probably because home ownership just does not hold water

for these hard working local families.

  

  My question in a nutshell is this. What determines a

"Fair Market? "

  

  The trouble is that in the Jersey context we know that

the notion that there is a fair housing market to any extent is an

absolute non starter, there isn't one and far to much of our earnings go

on property rental and mortgages.

  

  Therefore instead of measuring rentals by the

international investment market that Jersey passes as a housing market,

we should be charging fair market rates in line with those that compare

with UK jurisdictions

  

  Otherwise as Senator Le Gresley points out it will just

load the bills onto Social security and the only ones to hurt long term

will be those in the private rental markets whose rents will rise once

this coup has been completed.

  

  Benefiting many Business men and housing trusts as their

rents are dependent to certain extents on what the States sets it's own

tenants.

  

  So dividing our community once again to hit below the

belt to one half of the ordinary people as usual and coming back for the

other half later on. Citing the support of both sides of the divide as

their plan unravels, as usual.

  

  It is my belief that work should be undertaken to

establish the rental levels in the UK Councils by Scrutiny in order to

evaluate what people are paying in social housing there

  

  I am not advocating trips to Bermuda or the Bahamas as

this work can be done as much other work by writing, or over a

remarkable new invention called the internet and the not so new

telephone.

  

  The States Statistics Unit have demonstrated that the

housing market did not fall in value at any time in real terms in the

past, until this year. Making property as an investment safer than Gold,

platinum or any other commodity

  

  Given it's scarcity and the unending inflow of migrants

we should in my view be establishing access on a "Fair Basis" also

  

  It was proposed before the migrant rules were relaxed

that the 5 year law would be increased to 10 to give the local

population a chance.

  

  Unfortunately Senators Routier and Ozouf who had that

responsibility did not follow that through as it was deemed unfair for

business.

  

  I now see jobs going to people in a recession that

should have been protected for the locals. I include in that term the

local population the Portuguese and Polish residents who have settled

here, who now find themselves competing to survive.

  

  It is high time the people stopped electing people that

are good for business and started electing those that are good for the

common man.

  

  Instead of jobs protected to a limited population we

have a careless free for all market with no sense of fairness

whatsoever.

  

  A glaring example if one wishes to consider this a case

in point is the advert for the Manager of the Opera House who can start

immediately and is not required to have 5 years qualifications.

  

  So as for a fair chance in this difficult economy one

only has to listen to the shouts at the theatre................Next
