Scrutiny relating to cycle helmets

The Jersey Climate Action Network does not have specific evidence we can offer in this matter.

However we would like to make an observation. We regard it as imperative, vital even, that our

society does as much as it can to encourage people away from fossil fuel vehicles to other forms of

transport. Unabated the current trends of carbon emissions will have immense consequences across

the whole of society. The latest IPCC report indicates some effects of climate change are already

being felt in health with the spread of water-borne diseases and increasing health care costs where

these are prevalent.

( http://www.carbonbrief.org/blog/2014/04/safe-and-secure-the-ipcc-report-and-human-security/ for a

summary).

Bicycles are an excellent choice of transport in the island being, among other things, low emission in

both construction and usage, easy to maintain, and good for exercise. We are concerned therefore

that serious consideration should be given by the panel to the extent people might be dissuaded from

cycling if cycle helmets were made compulsory and the consequences longer term for society should

that happen.

Yours sincerely,

Mark Forskitt
